Strengthening market linkages, creating smooth flow of goods

On the morning of September 18, the Trade Promotion Agency of the Ministry of Industry and Trade organized a workshop with the theme: "Strengthening market linkages, stabilizing supply chains and improving competitiveness". The workshop is an important forum for parties to exchange and share difficulties, propose policies and practical solutions to improve the efficiency of supply-demand connections, develop the domestic market, and ensure stability and sustainability for the supply chain in the current context.

Strengthening market linkages is crucial

In order to assess the current status of market linkages and competitiveness, and at the same time propose solutions to strengthen coordination between state management agencies and enterprises in building an effective production and distribution ecosystem, the Center for Trade and Investment Promotion Support (Trade Promotion Agency - Ministry of Industry and Trade ) organized a workshop with the theme: "Strengthening market linkages, stabilizing supply chains and improving competitiveness".

Speaking at the workshop, Mr. Bui Quang Hung - Deputy Director of the Trade Promotion Agency - Ministry of Industry and Trade said that the world economy in recent years has been experiencing many profound fluctuations: uneven growth between regions, increasing trade protectionism, along with instability, escalating geopolitical tensions in some regions, to trade policy adjustments, the emergence of new industries, climate change... have been and are strongly impacting the global supply chain.

Faced with the challenges posed by domestic and foreign markets, Mr. Hung said that for the international market, new requirements on sustainable development, carbon emission reduction, green transformation and trade digitalization are becoming the leading standards. Vietnamese enterprises wishing to maintain their position and expand their export market share must quickly adapt.

Meanwhile, the domestic market with more than 100 million people is an important driving force for growth. However, the connection between production, distribution and domestic consumption still has many shortcomings; the exploitation of the domestic market potential is not commensurate with the scale. In particular, the resilience of the domestic supply system to global fluctuations is still limited.

"In that context, strengthening market linkages is of key importance. Linkages help closely connect the production - distribution - consumption stages, creating a smooth flow of goods, reducing intermediate costs, and increasing added value for products," Mr. Hung emphasized.

At the same time, Mr. Hung said that a stable supply chain is a fundamental factor to ensure sustainable development. A supply chain that is closely connected, transparent and adaptable to fluctuations will help businesses maintain continuous production and promptly meet the needs of both domestic and international markets.

"In other words, market linkage and stable supply chain are the "key" to improving competitiveness, expanding markets, and bringing Vietnamese goods further," said Mr. Hung.

The distribution system is the "nervous system" of the domestic market.

Regarding the development of the domestic distribution system associated with transparency of origin of goods using traceability technology and digital transformation, Mr. Bui Nguyen Anh Tuan - Deputy Director of the Department of Management and Development of Domestic Market (Ministry of Industry and Trade) emphasized: The distribution system plays the role of the "nervous system" of the domestic market, connecting production - circulation - consumption. However, the biggest challenge today is transparency of origin of goods.

Mr. Tuan pointed out that according to market management forces, up to 70% of violations related to counterfeit goods, fake goods, and goods of unknown origin take place in traditional markets and small retail stores.

By the end of 2024, the country will have 8,274 markets, 276 shopping malls and 1,293 supermarkets. However, Class I and II markets are mainly concentrated in urban areas, while Class III markets are mostly in rural and mountainous areas. The difference in infrastructure, management and service quality creates loopholes for commercial fraud.

In 2024, market management handled more than 47,000 violations; in the first 9 months of 2025, over 15,000 cases were detected. This figure shows the urgent need to standardize and digitize the supply chain.

To make the commodity market transparent, according to Mr. Tuan, the basic legal framework has been implemented synchronously. For example, the Law on Product and Goods Quality (amended) 2025 will take effect from 2026, adding regulations on traceability, "Digital Product Passport" (DPP), requiring information disclosure on digital platforms. Together with Circular 02/2024/TT-BKHCN and the proposed Decree on product identification and authentication... these legal frameworks will contribute to having a strong impact on the transparency of the current commodity market.

Emphasizing the role of technology application in the circulation of goods, Mr. Tuan said that transparency is the center, technology is the lever, data connectivity is the method. Accordingly, the goal for the period 2026-2028 is that 100% of e-commerce platforms and supermarkets must display DPP/QR; market management forces must conduct inspections entirely on digital platforms; mandatory traceability of high-risk goods such as fresh food, pharmaceuticals - cosmetics, fertilizers, gasoline, electronics; and at the same time, a National Traceability Portal connecting ASEAN and the EU will be formed.

To achieve the goal, according to Mr. Tuan's proposal, it is necessary to complete institutional standards and data standards; Build digital infrastructure and national traceability platform; Manage according to risk level, mandatory application for high-risk goods; Implement digital enforcement such as equipping scanning applications, connecting violation data, inter-sectoral warnings; Communicate, improve capacity through the program "Scan to know - Buy standard goods", support digitalization of OCOP, cooperatives, and business households.

Regarding the role of the Department of Domestic Market Management and Development in promoting the circulation of goods, Mr. Tuan said that the Department will carry out eight key tasks, including coordinating data connection between ministries and branches; standardizing digital operations for market management forces; signing contracts with e-commerce platforms and retail chains to mandatory display DPP/QR; organizing pilot projects for industries and localities; implementing widespread communication; and proposing mechanisms to encourage digital transformation.

“When the distribution system is transparent, each scan of the code affirms trust. This is a solution to reduce fraud, reduce compliance costs, increase competitiveness, protect consumers and promote sustainable development of the domestic market,” Mr. Tuan emphasized.

The workshop creates a forum for management agencies, experts and the business community to share information and practical experiences in cooperation in market and supply chain development; Propose solutions to overcome difficulties, promote linkages between production - distribution - domestic consumption and export; Contribute to building a modern, sustainable trade that flexibly adapts to fluctuations in the international market.
