Strengthening the Party's leadership in sending Vietnamese workers to work abroad

The Government has just issued Resolution No. 225/NQ-CP on the Plan to implement Directive No. 20-CT/TW dated December 12, 2022 of the Secretariat of the 13th Party Central Committee on strengthening the Party's leadership in sending Vietnamese workers to work abroad in the new situation.

The plan aims to specify the goals, tasks and solutions to effectively implement Directive No. 20-CT/TW. Create a strong change in awareness and action of all levels, sectors and the whole society towards the work of sending Vietnamese workers to work abroad, contributing significantly to socio -economic development, job creation, and income increase for workers, especially those in rural areas and particularly difficult areas; at the same time, it is an opportunity for Vietnamese workers to study, improve their professional qualifications, techniques, advanced technology and working style, contributing to improving the quality of human resources; promote the culture and good image of the country and Vietnamese people to the world.

On the basis of this Plan, ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally run cities shall develop specific plans, identify key tasks, allocate resources and organize the successful implementation of goals, tasks and solutions for sending Vietnamese workers to work abroad in the new situation.

The plan sets out four tasks and solutions, including: 1- Propagating, raising awareness, consciousness, and responsibility for the work of sending Vietnamese workers to work abroad in the new situation; 2- Reviewing and perfecting policies and laws related to the work of sending Vietnamese workers to work abroad in the new situation; 3- Improving the capacity, effectiveness, and efficiency of state management of the work of sending Vietnamese workers to work abroad in the new situation; 4- Strengthening inspection, examination, supervision, and handling of law violations.

Full and accurate information about the labor market abroad

Organize research, dissemination and implementation of Directive No. 20-CT/TW and the Government's Resolution promulgating the Plan to implement Directive No. 20-CT/TW of the Government.

Strengthening propaganda,education , raising awareness and responsibility of cadres, party members, especially leaders in sending Vietnamese workers to work abroad in the new situation; raising awareness of people, workers, and enterprises in complying with Vietnamese and foreign laws; preventing workers from working abroad illegally, violating the laws of the host country, and residing illegally.

Provide complete and accurate information on the media and social networks about the overseas labor market, focusing on markets with good working conditions, safety, high salaries, and helping to improve qualifications and professional skills for workers working abroad; disseminate and popularize state policies in supporting workers working abroad, contributing to poverty reduction and income increase, especially for workers in rural areas and particularly difficult areas; develop columns and programs to share successful examples and typical examples after working abroad to guide workers to proactively study and improve their professional skills and foreign languages in accordance with the overseas labor market and after returning home.

Support training, vocational skills and foreign languages for workers

Review and complete the legal system related to sending Vietnamese workers to work abroad to ensure consistency, uniformity, coverage of target groups and compatibility with international commitments and treaties that Vietnam has participated in.

Research and issue policies to support businesses in promoting and expanding new markets to receive Vietnamese workers, prioritizing markets with good working conditions, safety and high income.

There are policies to support training and fostering of professional qualifications, vocational skills, and foreign languages for workers, with priority given to groups of workers who are demobilized soldiers, ethnic minorities, and poor households in remote, isolated, and particularly disadvantaged areas.

Research solutions to improve the quality of vocational education; develop and standardize standards in vocational education, approaching the standards of developed countries in the ASEAN region and the world; proactively negotiate with foreign parties in recognizing degrees, vocational skills, and work experience of workers.

There are solutions to raise workers' awareness of law compliance to prevent and limit the situation of workers working abroad violating the law and residing illegally; strengthen the mechanism for timely and effective coordination of information on problems arising from workers working abroad.

There are policies and mechanisms to connect and support workers to find suitable jobs after returning home, in which it is necessary to pay attention to the effective use and promotion of professional qualifications, vocational skills, foreign languages and work experience of workers. Promote the application of information technology in connecting and searching for jobs to overcome difficulties in geographical distance, reduce job transition time and save social costs.

Building a strategy to send Vietnamese workers to work abroad

Another task set out in the plan is to develop a strategy to send Vietnamese workers to work abroad; to link programs and plans to send workers to work abroad with the orientation, strategy, and plan for socio-economic development, economic diplomacy, and foreign relations.

Proactively propose negotiations and sign labor cooperation agreements with countries and territories to create a legal basis for sending Vietnamese workers to work abroad, ensuring the legitimate rights and interests of workers.

Strengthen management, citizen protection, market stability and development in key areas; promptly update and disseminate labor policies and laws to domestic authorities and workers; promote support activities, guide workers to comply with the law and resolve issues arising during workers' time working abroad.

Improve the quality of medium and long-term forecasting of the international labor market; proactively negotiate and exchange information on recruitment needs; closely link training with the needs of the international labor market.

Public and transparent information on the labor market, procedures, conditions for receiving workers and costs for workers; negotiate with foreign parties to increase payment support or reduce fees in receiving Vietnamese workers to work, aiming to reduce costs for workers.

Preventing the exploitation of sending workers to work abroad for personal gain and human trafficking

Strengthening the inspection and examination of enterprises, organizations and individuals in complying with the law on sending Vietnamese workers to work abroad under contracts; promptly detecting and combating violations of the law in this field, especially acts of taking advantage of sending workers to work abroad for personal gain, human trafficking, organizing and brokering illegal exit of Vietnamese people or fraud and appropriation of property.

Research solutions to prevent and stop the practice of collusion and enticing workers to participate in illegal activities while working abroad.
