The Central Committee has just issued Directive 27-CT/TW on strengthening the Party's leadership over the work of practicing thrift and combating waste.

Over the years, the implementation of the Party's policy on practicing thrift and combating waste has created positive changes; policies and laws continue to be improved, addressing shortcomings and limitations, resolving difficulties and obstacles, and basically meeting practical requirements; inspection, auditing, and supervision work has been strengthened.
Party committees, party organizations, agencies, units, cadres, and party members, especially those in leadership positions, must seriously understand and enhance their awareness and responsibility, contributing to the effective management and utilization of resources for socio-economic development, national defense and security, and foreign affairs; and encourage all sectors of the population to actively implement the Party's policies.
However, despite the achievements, awareness of practicing thrift and combating waste is not yet profound or comprehensive; at times and in some places, organization is not good, and compliance is not strict; some agencies, units, localities, and a portion of cadres and Party members have not set a good example in practicing thrift and combating waste; the situation of waste and loss is still widespread, with some cases being very serious.
Policies and laws, especially those governing finance, credit, public assets, public investment, land, bidding, and state capital and asset management, are incomplete and inadequate. The implementation of conclusions and recommendations from relevant inspection, examination, and auditing agencies on these issues is slow. Efforts to encourage and educate officials, civil servants, and the public to practice thrift and combat waste have not received sufficient attention.
To promote the practice of thrift and combat waste, the Politburo requests that Party committees, Party organizations, government agencies, the Vietnam Fatherland Front, and political and social organizations focus on effectively implementing the following key tasks and solutions:
Thoroughly understand, raise awareness, and strictly implement the Party's guidelines and the State's policies and laws on practicing thrift and combating waste; consider this a central and regular task of the entire political and social system, first and foremost of Party committees and organizations at all levels, each agency, unit, and locality; it is a code of conduct for every cadre, Party member, civil servant, and citizen, especially leaders and managers, contributing to improving the efficiency of mobilizing, allocating, and utilizing socio-economic resources for national development and improving the people's lives.
Strengthen the integration of educational content on practicing thrift and combating waste into the national education system. Diversify and innovate forms and mobilize the participation of news agencies and the press in propaganda and advocacy work to improve implementation effectiveness.
All levels, sectors, agencies, units, and localities must develop specific plans and programs, emphasizing the responsibility of Party committees, Party organizations, and leaders in leading and directing the work of practicing thrift and combating waste, in conjunction with fulfilling their assigned duties and responsibilities; cadres and Party members, especially leading and managerial cadres, must set an example and encourage their families and the people to actively participate in practicing thrift and combating waste.
Continue reviewing, supplementing, and perfecting the laws on practicing thrift and combating waste, focusing on making thrift the goal and combating waste the task, ensuring uniformity, consistency, and feasibility; clearly defining the responsibilities, duties, and powers of agencies, organizations, collectives, and individuals, especially the heads of these organizations; specifying violations and forms of punishment; and paying attention to areas prone to losses, waste, and corruption such as bidding, auctions, land and resource management and use, credit, public asset management, public investment, and the use of state capital and assets in enterprises.
Simultaneously, revise and improve the system of standards, regulations, economic and technical norms, unit prices, and public expenditure regimes as a basis for reducing waste in the use of capital, assets, resources, labor, and working time, and to enhance the effectiveness of practicing thrift and combating waste.
Develop and effectively implement the national strategy and program on practicing thrift and combating waste for five years and annually, ensuring comprehensiveness, focus, and emphasis on key areas such as energy, land, resources, minerals, state budget, and public assets. Agencies, units, and localities must strictly comply with regulations on public procurement, construction and use of offices, organization of conferences, celebrations, receptions, business trips, and overseas trips, ensuring practicality, efficiency, and avoiding waste and ostentation.
Strengthening state management, tightening discipline and order, thoroughly practicing thrift, combating waste, and improving the efficiency of managing and utilizing national resources. Accelerating the tax policy reform roadmap; improving the quality of forecasting; preparing and appraising state budget revenue and expenditure estimates; innovating the allocation and promoting output-based state budget management; ensuring the progress and quality of public investment projects to enhance the efficiency of state budget utilization.
There is a plan to definitively resolve long-standing issues related to nationally important projects, key projects, ODA-funded projects, BOT and BT projects with low efficiency and causing significant losses and waste; weak commercial banks; and projects that have been halted as concluded by competent authorities, so that these assets can be put into service for socio-economic development as soon as possible.
Exploiting and using land, resources, and minerals economically, efficiently, and sustainably, minimizing losses, waste, and negative impacts on the environment. Strengthening transparency in the use of state budget, public assets, and national resources; upholding the accountability of state management agencies and their leaders for any losses or waste of budget and public assets.
Promote the streamlining of the political system's organizational structure and public service units towards greater efficiency and effectiveness; strictly implement the policy and objectives of reducing staffing levels during the 2021-2026 period; continue to improve job positions linked to staffing levels in the public sector, saving state budget expenditures on the apparatus and personnel. Strengthen the application of science and technology, digital transformation, administrative reform, and the socialization of public service provision.
Strengthen inspection, supervision, and auditing of the implementation of the Party's guidelines and the State's policies and laws on practicing thrift and combating waste, focusing on areas, localities, and positions prone to waste and corruption, and places with numerous complaints, denunciations, and public concerns. Promptly detect, prevent, and strictly handle organizations and individuals who violate regulations and cause losses and waste of resources; strictly implement the conclusions and recommendations of functional agencies, and recover money and assets for the State.
Promoting the people's right to self-governance and the supervisory and critical role of the Vietnam Fatherland Front, political and social organizations, mass associations, and the people. Strengthening grassroots democracy, creating conditions for people's inspection and supervision by local communities; promptly detecting, informing, reporting, and preventing acts that cause losses, waste, and corruption. Timely commending, rewarding, and replicating exemplary models and initiatives; implementing practical measures to protect those who fight against and report acts that cause waste and losses.
Supplement and improve regulations, rules, customs, and conventions of agencies, units, and residential communities in conjunction with patriotic emulation movements and campaigns; the movement to build a cultured life, and to study and follow the thoughts, ethics, and style of Ho Chi Minh. Develop a culture of thrift and combat wastefulness in agencies and organizations; encourage the people to strengthen the practice of thrift and combat wastefulness in production, business, and consumption; and implement civilized lifestyles in weddings, funerals, and festivals.
