The Government has just issued Decree No. 209/2025 amending and supplementing a number of articles of 11 Decrees of the Government in the field of state management of the Ministry of National Defense .

Decree No. 209/2025 amends and supplements a number of points of Decree No. 78/2020 on specific standards for selecting and training reserve officers in the direction of increasing the age of university graduates, not exceeding 32 years old (2 years older than the old regulation ) .

Specifically, professional soldiers, non-commissioned officers preparing for discharge, reserve non-commissioned officers who have held the position of deputy platoon leader or squad officer and equivalent; high school graduates or higher, if lacking, selected to junior high school graduates, for ethnic minorities, selected with an education level of grade 7 or higher; age for professional soldiers is not over 35, non-commissioned officers preparing for discharge and reserve non-commissioned officers is not over 30.

Cadres, civil servants, and public employees; age not exceeding 35; for training reserve officers in the medical and pharmaceutical sectors, age not exceeding 40; for training reserve political officers, they must be members of the Communist Party of Vietnam .

Citizens with university degree or higher, age not exceeding 35; university graduates, age not exceeding 32.

Shorten the time for registration procedures and management of reserve officers

Regarding the procedures for registration and management of reserve officers, the time for registration will be shortened; registration forms will be expanded via the electronic environment; management and reporting levels will be changed from district level to provincial level to suit the two-level government.

It clearly stipulates the first registration procedure: Within 10 working days from the date of returning to the place of permanent residence or place of work (according to the letter of introduction from the competent agency or unit), the registrant must bring the letter of introduction and reserve officer card to register directly or send it electronically to the Commune Military Command or the Military Command of the agency or organization to register for the reserve officer category.

In case an agency or organization does not have a Military Command, the head or legal representative of the agency or organization is responsible for organizing for the above subjects to directly or send via electronic environment to the Military Command at the commune level at the place of permanent residence for registration.

From the 25th to the 30th of each month, the Military Command at the commune level or the Military Command of the agency or organization shall compile a list of registered reserve officers and report to the Military Command at the provincial level where the reserve officers reside, work, or work for management.

The Decree also clearly stipulates procedures for additional registration, registration of movement, registration of absence, and separate registration.
