- Over the past period, various levels and sectors have implemented numerous solutions to resolve obstacles in the implementation of the Ky Cung River embankment project to prevent erosion in Loc Binh commune and Dong Kinh ward. This has enabled the contractor to focus on construction and accelerate the project's progress.

The project has a total investment of 200 billion VND, including a 2.05km embankment in Dong Kinh ward and a 0.92km embankment in Loc Binh commune. Despite a planned implementation period of 2022-2025, due to various obstacles, the progress achieved by early 2026 remains very low. At the end of 2025, only 75% of the embankment in Loc Binh commune had been completed. Similarly, only 20% of the embankment in Dong Kinh ward had been completed. This situation is due to several reasons, including: inadequate land clearance; and slow construction progress by the contractor.
In light of the above situation, the provincial leadership has recently conducted on-site surveys and directed relevant units to focus on completing land clearance work, requiring contractors to concentrate on project construction on the area that has been handed over.
Based on that, the People's Committee of Loc Binh commune and the People's Committee of Dong Kinh ward focused on disseminating information and mobilizing households to agree with the compensation, support, and resettlement plan. By the end of March 2026, 100% of the project area had been handed over to the investor. In addition, thanks to the decisive direction of the Provincial People's Committee, the contractor has increased manpower and machinery to implement the project.
A survey conducted on May 14, 2026, at the embankment section passing through Dong Kinh ward revealed that the contractor is mobilizing approximately 40 workers and engineers to carry out pile driving, slab installation, and embankment foundation pouring. Due to the unique nature of the construction site, which only has one road for transporting materials and equipment, the contractor, Bach Dang Capital Construction Consulting and Investment Joint Stock Company, has implemented a construction plan at both ends of the embankment section, gradually working from both ends towards the middle section.
Mr. Nguyen Van Thanh, Deputy Director of Bach Dang Capital Construction Consulting and Investment Joint Stock Company, said: The company's leadership has directly participated in directing the construction work to ensure the project's progress. Following the Provincial People's Committee's directive to relocate approximately 150,000 concrete slabs temporarily stockpiled at the project's resettlement site, the company mobilized resources to lease over 3,000 square meters of land from residents as a staging area. Simultaneously, they deployed 4 cranes and transport vehicles to carry out the work. To date, the relocation has reached about 50%. Currently, the company is working 3 shifts, 4 teams, with 3 construction fronts. Under favorable weather conditions, the company aims to complete the project by the end of 2026.
Meanwhile, along the embankment section passing through Loc Binh commune, the contractor has focused on constructing the embankment slopes at the end of the embankment and the walkway at the top. From April 2026 to the present, the contractor here has been working very actively and is expected to basically complete the embankment section before May 30, 2026.
Thanks to the close and decisive direction from the province and the solutions from relevant units, the construction progress of the Ky Cung Riverbank Erosion Control Project has shown positive changes compared to April 2026, with a significant increase in the volume of work completed on all items. Specifically, the embankment base is 100% complete; the lower embankment slope has been constructed for 840m, reaching 91.3%; the embankment body has been constructed for 825m (an increase of 125m), reaching approximately 90%; the walkway has reached 700m (an increase of 500m), reaching 76.1%; and the top embankment railing has reached 680m (an increase of 80m), reaching 74%...
According to Mr. Cam Cao Hung, Deputy Head of Project Management Department 2, Provincial Investment and Construction Project Management Board, although the project has been accelerated, due to the urgent requirements, the unit will continue to urge the contractor to focus on completing the remaining items. At the same time, they will closely monitor the contractor's construction work, especially the embankment section in Dong Kinh ward, as the remaining workload is still very large. The goal is to complete the project in 2026.
