Immediately after reorganizing and streamlining the two-tiered local government apparatus, along with maintaining commune-level transaction points to facilitate people's access to policy credit funds, the City's Social Policy Bank quickly coordinated with associations and organizations in newly established wards and communes to promote entrusted lending of preferential loans. This timely intervention ensured uninterrupted policy credit activities, while enhancing the role of socio- political organizations in managing and expanding policy credit, contributing to economic development and sustainable poverty reduction.
Ms. Le Thi Thu Van, from the Trung Thon Savings and Loan Group in Kim Tra ward, said that maintaining community transaction points and coordinating support helps people access policy-based credit more easily. As a result, the role of these groups and associations is also better utilized in the current period.
Recently, the City's Social Policy Bank and socio-political organizations at the commune level signed a joint document on the implementation of entrusted lending to poor households and other policy beneficiaries. Accordingly, the City's Social Policy Bank entrusts the Farmers' Association, the Women's Union, the Youth Union, etc., to carry out preferential lending operations to the correct beneficiaries. This process helps people access capital easily, saving time and travel costs; and at the same time mobilizes the combined strength of the entire political system to implement the Government 's credit programs and policies.
Mr. Nguyen Hoang Anh Tuan, Deputy Director of the Social Policy Bank of Ho Chi Minh City, said that entrusted credit activities are an important channel for channeling capital, bringing preferential government funds to the right beneficiaries, contributing to the successful achievement of sustainable poverty reduction goals and ensuring social security. Reviewing and re-signing the entrusted contracts not only demonstrates the consensus and determination between the Social Policy Bank and socio-political organizations, but also creates a basis for strengthening coordination and promoting the effectiveness of policy credit in the new phase.
Currently, coordination between banks and social organizations and associations is quite close, from the stages of dissemination, assessment, and application processing to post-loan inspection and supervision. After the administrative unit merger and the transition to a two-tiered local government model, socio-political organizations continue to play a community oversight role, proactively mobilizing social resources to supplement capital and provide more support to policy beneficiaries. As of June 30, 2025, the entire branch had a total outstanding loan balance of VND 5,240,935 million, of which entrusted loans amounted to VND 5,157,135 million, accounting for 98.40% of the branch's total outstanding loan balance.
Improve the quality of entrusted operations.
According to Mr. Nguyen Hoang Anh Tuan, along with signing agreements to create a foundation for the effective implementation of entrusted activities, the Vietnam Bank for Social Policies (VBSP) also strengthens communication efforts, promptly disseminating new government credit policies for poor households and other policy beneficiaries. Training and professional development are emphasized, focusing on entrusted agreements, new credit policies, loan assessment skills, inspection, supervision, and debt collection.
In just the first six months of the year, the branch collaborated with four socio-political organizations to organize 87 professional training courses for socio-political organization officials at the commune level and group management boards, with a total of 2,846 participants.
The branch also focused on closely directing and supervising the handover and receipt of files and documents related to entrusted activities between socio-political organizations at the commune level during the administrative unit restructuring process. It requested commune-level organizations to send representatives to participate in briefing meetings, supervise transaction sessions, and guide customers during transactions; regularly monitor and evaluate the quality of the organizations' activities; review and urge the recovery of potentially risky debts, and simultaneously inspect and propose handling in accordance with regulations.
| Through the organizational system of associations, in the first six months of 2025, policy credit funds promptly reached nearly 18,800 poor households and other policy beneficiaries, with a total disbursed amount exceeding 1,242 billion VND, contributing to helping many families develop their economy and stabilize their lives. This, in turn, contributes to the localities' efforts to effectively achieve the goals of poverty eradication, reduction, and sustainable development. |
