Concluding the discussion, Vice Chairwoman of the National Assembly Nguyen Thi Thanh stated that, through the discussion, the delegates basically agreed on the necessity of amending several articles of the Advertising Law and expressed their hope that the Law would be amended and supplemented with new perspectives and management methods, contributing to institutionalizing the Party's policies and guidelines on the development of the cultural industry, including the advertising sector, overcoming the shortcomings and limitations of the current Advertising Law, and contributing to building an advertising market in Vietnam that is in line with the general development trends of advertising worldwide.

According to the Vice Chairman of the National Assembly, many delegates emphasized the need to ensure consistency, compatibility, and feasibility between the draft law and specialized laws; some provisions of the law need to be thoroughly assessed for their impact, based on ensuring the legitimate rights, interests, and responsibilities of consumers, businesses, and state management in the field of advertising, such as regulations on advertising space in print newspapers, advertising duration on television and films, and the issuance of permits for the construction of advertising structures…
Regarding online advertising, many delegates emphasized that this is one of the important amendments to ensure compliance with global development trends, overcome existing shortcomings and limitations in advertising, contribute to improving the effectiveness and efficiency of state management of online advertising activities on cross-border platforms, and create better conditions for advertising development.

Many delegates generally agreed with the addition of the concept of rights and obligations of those who transmit advertising products, including those who transmit advertising products as influential persons; they also suggested that the Draft Law should more clearly define and differentiate between ordinary individuals who transmit advertising products and those who transmit advertising products as influential persons.
Members of the National Assembly also expressed their opinions on the requirements for advertising content of special goods and services; at the same time, some opinions suggested that special goods and services should not be listed as in the Draft Law, because these products will change over time, and instead, the Government should be left to regulate them in detail, in order to be consistent with the spirit of innovation in current lawmaking thinking and the characteristics of the Advertising Law…
“Immediately after this session, the Standing Committee of the National Assembly will direct the lead agency responsible for verification, the drafting agency, and relevant agencies to synthesize and study the opinions expressed in the plenary session today and the opinions discussed in the working groups, in order to prepare a report summarizing and explaining the opinions of National Assembly deputies to finalize the draft law for presentation at the next session,” Deputy Speaker of the National Assembly Nguyen Thi Thanh stated.
