(CPV) – According to Minister Huynh Thanh Dat, with the highest determination, the Ministry of Science and Technology and the Ministry of Information and Communications have closely coordinated with the Central Economic Committee and the Central Party Office to advise and submit to the Politburo for promulgation Resolution No. 57-NQ/TW on breakthroughs in the development of science, technology, innovation and national digital transformation.

On the afternoon of December 30th, in Hanoi, the Ministry of Science and Technology (MST) held a conference to summarize the work of the science and technology sector in 2024 and to implement the tasks for 2025.
Science, technology, and innovation make practical contributions to socio-economic development.
In his opening remarks at the conference, Minister of Science and Technology Huynh Thanh Dat stated that in 2024, science, technology, and innovation (S&T) made many practical contributions to socio-economic development, national defense and security, and improved social welfare and the quality of life for the people.
Accordingly, many scientific and technological achievements have been rapidly and widely applied in fields such as healthcare, agriculture, industry, information technology, national defense, and security; activities to promote and support the search, exchange, and transfer of technology have been intensified. The national scientific and technological potential has been strengthened, with many positive changes in the socialization of investment in science and technology. The quality of human resources in science and technology has continuously improved, with many reputable scientists recognized internationally, gradually forming a number of advanced, internationally-renowned scientific and technological organizations in both the public and private sectors.
Alongside this, Vietnam's innovative startup ecosystem has developed strongly, creating a new generation of businesses that operate based on intellectual property and have the capacity to access global markets. In 2024, Vietnam's innovative startup ecosystem ranked 56th in the Global Startup Ecosystem Index. Vietnam's Global Innovation Index (GII) has continuously improved, rising from 59th position (in 2016) to 44th position in 2024. Vietnam's 2024 GII results show three indicators ranking among the world's top, including, for the first time, the Creative Goods Export index.
According to the Minister, in implementing the directives of the Central Steering Committee and the Government Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, the Ministry of Science and Technology and the Ministry of Information and Communications will merge into the Ministry of Science, Technology and Communications to jointly achieve the goals set in the new era, the era of national progress.
With utmost determination, the Ministry of Science and Technology and the Ministry of Information and Communications have closely coordinated with the Central Economic Committee and the Central Party Office to advise and submit to the Politburo Resolution No. 57-NQ/TW on breakthroughs in the development of science, technology, innovation, and digital transformation of the nation, which clearly states: “Developing science, technology, innovation, and digital transformation is a decisive factor in the development of nations; it is a prerequisite and the best opportunity for our country to develop into a prosperous and powerful nation in the new era, the era of national progress.”
"In the coming period, the two Ministries will have many tasks to implement with the highest determination and effort to complete the tasks and objectives set out in the Resolution," the Minister said.
Creating breakthroughs in the development of science, technology, innovation, and national digital transformation.
According to a report by the Ministry of Science and Technology, in 2024 the Ministry accelerated the implementation of 23 national science and technology programs; approved and organized the implementation of 2 new national science and technology programs to address urgent issues and meet practical requirements.
The social sciences and humanities make positive contributions and provide arguments for the planning of guidelines, policies, mechanisms, and directions for the socio-economic development of the country. Some fields of natural sciences have reached advanced levels in the region and the world.

In the fields of construction and transportation, science and technology have contributed to solving a number of problems related to materials and technology in road construction and maintenance, such as: research on using sea sand as a construction material for transportation and construction infrastructure; new standards for designing flexible pavement structures, designing weak soil foundation treatment, etc.
In medical science, we have mastered advanced technologies and techniques in the diagnosis and treatment of many dangerous diseases, raising the status of Vietnamese medicine to be on par with advanced countries in the region and the world, such as organ transplantation techniques; high-tech techniques in surgery and minimally invasive interventions. We have mastered the technology and production to meet the demand for 11 out of 12 vaccines serving the National Expanded Immunization Program.
In the high-tech sector, Vietnam has made significant strides in the development of high technology, semiconductor technology, and artificial intelligence (AI), affirming its important role in the global high-tech supply chain. The government has issued preferential policies to attract foreign investment, with many cooperation projects from major corporations such as Samsung, Intel, and NVIDIA. According to Deputy Minister of Science and Technology Le Xuan Dinh, in the coming period, the Ministry of Science and Technology will urgently coordinate with the Ministry of Information and Communications to advise and submit to the Government a Program of Action to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation.
Advise and submit to competent authorities the establishment of the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation, chaired by the General Secretary of the Central Committee of the Communist Party of Vietnam. Establish a National Advisory Council on Science, Technology Development, Innovation and Digital Transformation with the participation of domestic and foreign experts.
Simultaneously coordinate with the Ministry of Information and Communications to implement the consolidation project; ensuring overall coherence, synchronization, and interoperability in accordance with legal regulations, and meeting the objectives, requirements, and timelines set forth by the Steering Committee for summarizing the implementation of Resolution No. 18-NQ/TW…/.
