BHG - Streamlining the political system's apparatus is a major and consistent policy of the Party, aimed at improving the effectiveness and efficiency of the system's operations and meeting the country's development requirements. Recognizing this as a key and urgent task, Quang Binh district is focusing on rearranging commune-level administrative units in a spirit of innovation, science, and thoroughness, coupled with the consensus of officials, Party members, and the people, opening up new development opportunities for this dynamic region of the province.
According to the province's 2025 plan for reorganizing commune-level administrative units, Quang Binh district will reduce its number of communes and towns from 15 to 7, including: Yen Binh, Tan Trinh, Yen Thanh, Bang Lang, Xuan Giang, Tien Yen, and Tien Nguyen. The reorganization and merger of communes are based on spatial planning, natural geographical factors, population size, historical and cultural values, regional conditions, and transportation connectivity, creating a foundation for sustainable development. Among the communes in the district, Tien Nguyen commune will remain unchanged due to its unique location; Xuan Minh commune will be merged entirely with Thong Nguyen commune of Hoang Su Phi district, forming Thong Nguyen commune.

The entire process of reorganizing administrative units in Quang Binh district has strictly followed the procedures and regulations of the law and has been carried out openly, democratically, and transparently. The merger of communes received high approval from the people, with over 90% of voters representing households agreeing, and was approved by the People's Councils at all levels with 100% of delegates in favor. Simultaneously, for nearly a month, with a proactive and serious spirit, the district has completed the process of gathering broad opinions from all sectors of the population on the draft Resolution amending and supplementing some articles of the 2013 Constitution. Hundreds of heartfelt contributions from officials, Party members, and citizens all reflect their will, aspirations, and deep trust in the Party and the State, and their desire to build a streamlined, modern administrative apparatus that better serves the people.
Mr. Hoang Van Lam, from Tinh village, Xuan Giang commune, shared: “Previously, Xuan Giang commune and Na Khuong commune were one commune. Through various historical periods, the two communes separated and are now merged again. The new administrative unit will be named Xuan Giang commune, and its headquarters are planned to be located in the current commune center. I find this arrangement very reasonable, because a larger area and a larger population will facilitate investment, upgrading, and development of infrastructure and commerce, creating momentum to promote socio-economic development in the locality. In my opinion, the most important factor for the new commune to operate effectively is its staff. Incompetent staff will not be able to handle their duties. Conversely, if staff possess sufficient virtue, talent, dedication, vision, enthusiasm, and a deep understanding of the people's needs, then everything will be done effectively and in depth.”
Along with the adjustment and reorganization of administrative units, Quang Binh district has decisively directed the reorganization of the administrative apparatus and the review of commune-level officials and civil servants, ensuring a balance between continuity and innovation, avoiding disruption. To date, 41 commune-level officials and civil servants in the district have retired according to Government Decrees No. 177 and 178. The district has reviewed the current status of the Party Committee, Standing Committee, and Inspection Committee at the commune level for the 2020-2025 term. Simultaneously, it has finalized the draft plan for the reassignment and rearrangement of officials and civil servants in merged communes, especially in the absence of a district-level organization. Personnel placement is linked to competence, job positions, and task requirements, maximizing the qualities and capabilities of the staff within the political system. Furthermore, the arrangement of non-specialized officials has been implemented flexibly. Out of a total of 131 part-time officials at the commune level, 23 are assigned to concurrently hold positions in villages and residential areas such as: Village Head, Party Branch Secretary, and Head of the Fatherland Front Committee.
Comrade Nguyen Cong Su, Standing Deputy Secretary of the District Party Committee and Chairman of the Quang Binh District People's Council, said: “Along with decisive leadership and guidance in organizing and rearranging administrative units associated with consolidating the organizational structure, the district always focuses on stabilizing the thoughts and psychology of cadres, Party members, and the people. These days, the district's officials and employees are urgently completing their historical mission to prepare for the operation of the two-tiered government model from July 1st. The communes are ready for a new phase as soon as the district level is dissolved, ensuring smooth, continuous, and uninterrupted operations. This lays a favorable foundation for the communes to develop their full potential and advantages, and prosper.”
