The Urban Management Team and the Mường Thanh Ward Police reminded those selling goods on the sidewalks and parking vehicles on the road in the Central Market 3 area to comply with regulations.

Mr. Nguyen Kim Lan, Deputy Team Leader in charge of the Urban Order Management Team of Dien Bien Phu City, said: The city is a key economic and social area of the province, a hub for trade and distribution of goods and agricultural products to the districts. At the same time, it has many important transportation routes. Along with that, the situation regarding public order, urban order, encroachment on roads and sidewalks, and violations of traffic safety corridors is likely to become complicated.

Ensuring urban order and traffic safety must be closely linked to the development of tourism , leaving a positive impression on visitors whenever they come to Dien Bien. Following the direction of the City People's Committee, the Urban Order Management Team has coordinated with the People's Committees of wards and communes, and the City Police to strengthen the dissemination of urban management regulations and legal provisions on urban order, traffic safety, and environmental sanitation. Particular attention has been paid to disseminating information to each residential area, each household, agency, organization, and school in the area. Residents are reminded not to violate regulations, not to re-encroach on sidewalks for business or trading, and not to park vehicles illegally.

City urban management officers reminded business owners not to encroach on sidewalks and pedestrian areas.

Since the beginning of the year, the Urban Order Management Team has conducted 360 patrols and inspections of households and businesses; organized the signing of commitments with 157 cases to ensure compliance with urban order regulations; and reminded businesses and individuals not to encroach on sidewalks for displaying goods. They also launched campaigns to restore order in urban traffic safety corridors in the wards, focusing on the central market area 3, the intersection near the Provincial Children's House, along the Nậm Rốm river embankment, the stadium intersection, and the Noong Bua market...

The Urban Management Team and the Mường Thanh Ward Police confiscated items encroaching on sidewalks and traffic safety corridors.

In addition, the team coordinates with the Traffic Police Team (City Police) and key wards: Muong Thanh, Tan Thanh, Noong Bua, and Nam Thanh to regularly patrol, remind, and decisively handle violations. They also cooperate with the Provincial Relic Management Board to implement the work of "Ensuring urban traffic safety and order, and maintaining the environmental landscape associated with the historical relics of the Dien Bien Phu battlefield," contributing to the protection of relics, reducing traffic congestion, and preventing people from selling goods on the road and sidewalks, especially in the areas at both ends of the Muong Thanh bridge and the promenade along the Nam Rom river.

Simultaneously, inspections of compliance with regulations on construction permits and construction management were intensified, resulting in the timely recording and prevention of one violation. In coordination with the police in the wards, 20 cases were fined on the spot, and 7 cases were documented, with numerous items confiscated for encroaching on sidewalks, pavements, and roadways.

Authorities issued administrative violation notices to vendors encroaching on sidewalks and pedestrian areas at Central Market 3.

Mr. Nguyen Kim Lan stated: Thanks to the vigorous implementation of urban order management and environmental sanitation, most residents and businesses have now complied with regulations on urban order and management. The positive changes in aesthetics, urban order, and the improved awareness of the people will contribute to creating a civilized, modern, safe, and friendly urban environment, leaving a good impression on tourists visiting Dien Bien.
