Strengthening control of cultural and service activities

Before, during and after the Lunar New Year, the vast majority of festival activities, events and services are guaranteed to be practical and healthy. However, there are still a few establishments, especially private service establishments and small businesses, that show signs of taking advantage of this period to combine activities and circumvent the law for profit; potentially causing many complications for local security and order, while not ensuring healthy competition in the service community.

The leader of the Internal Political Security Department read the decision of the Provincial Police Director on administrative sanctions against the representative of the violating karaoke business household.

As evidence, on February 6, 2025, the Internal Political Security Department (Provincial Police) advised the Director of Quang Ninh Provincial Police to issue a decision to administratively sanction Business Household "L.81" (in Cao Xanh Ward, Ha Long City) for operating karaoke services outside of prescribed hours; fined 12.5 million VND, applied remedial measures and monitored local activities.

Implementing the direction of the Ministry of Public Security and the Provincial People's Committee, the functional forces of the Provincial Police continue to actively and proactively coordinate with local state management units of culture, effectively deploying inspections and guidance on ensuring security and order at festival sites and cultural events; strengthening inspections and rectification of service business establishments, resolutely detecting and handling establishments that deliberately take advantage of holidays and New Year to conduct illegal activities; the goal is to absolutely ensure space and conditions for people to participate in festivals, events, and use services in a safe, healthy, and legal manner.
