Before, during, and after the Lunar New Year, the vast majority of festival activities, events, and services are conducted in a practical and wholesome manner. However, some establishments, especially private service providers and small businesses, still show signs of exploiting this period to engage in activities that circumvent the law for personal gain; this poses many potential complications for local security and order, and also fails to ensure fair competition within the service community.

The head of the Internal Political Security Department read the decision of the Provincial Police Director regarding administrative penalties for violations committed by the representative of the karaoke business.

As evidence, on February 6, 2025, the Internal Political Security Department (Provincial Police) advised the Director of the Quang Ninh Provincial Police to issue a decision to impose administrative penalties on the "L.81" business (in Cao Xanh ward, Ha Long city) for operating a karaoke service outside the permitted hours; a fine of 12.5 million VND was imposed, along with remedial measures and local monitoring of its operations.

Following the directives of the Ministry of Public Security and the Provincial People's Committee, the functional forces of the Provincial Public Security Department continue to actively and proactively coordinate with local state management units in culture to effectively implement inspections and guidance on ensuring security and order at festivals and cultural events; strengthen inspections and rectification of service businesses, resolutely detecting and handling those establishments that deliberately take advantage of holidays and festivals to engage in illegal activities; the goal is to absolutely ensure the space and conditions for people to participate in festivals and events and use services safely, healthily, and in accordance with the law.
