QTO - Nearly a year after the implementation of the two-tiered local government model, Bac Gianh ward has gradually stabilized its organizational structure and improved the effectiveness of its political system. During this process, propaganda and mass mobilization work has been identified as one of the key tasks, contributing to unity within the Party, consensus among the people, and strengthening confidence in the reform of the organizational structure and the leadership of the local Party committee and government.

Following the merger, the administrative space expanded, the population increased, and the presence of a large Catholic population placed many new demands on Bac Gianh ward in Party building in general and religious and service work in particular.

From the very beginning of operating the two-tiered local government model, the Standing Committee of the Ward Party Committee determined that propaganda and mass mobilization work must be one step ahead, contributing to unity within the Party and consensus among the people. Resolutions, directives, and conclusions of the Central and Provincial authorities were promptly disseminated and implemented through various forms appropriate to the local reality.

The ward Party Committee focused on disseminating and thoroughly understanding the Party's guidelines and resolutions on the organization of the two-tiered local government, Party congresses at all levels, election work, and the initial results after nearly a year of operating the new model. The study and understanding of the Resolution of the 14th Party Congress was seriously organized from the ward level down to the neighborhood level, with over 98% of cadres and Party members participating. The contents of the resolution were promptly concretized into action programs and implementation plans linked to the tasks of socio-economic development and the building of the local political system.

Local authorities have proactively developed social media platforms and information groups to disseminate official information promptly, guide public opinion, and combat false viewpoints and harmful information on the internet. This has contributed to maintaining political stability and strengthening the trust of cadres, Party members, and the people in the Party's leadership.

After nearly a year of implementing the two-tiered local government model, the work of monitoring and guiding public opinion has been carried out proactively and promptly. In response to issues arising related to organizational restructuring, party congresses at all levels, and elections, the ward Party Committee established a team of public opinion collaborators to regularly monitor the thoughts and aspirations of the people and promptly advise on appropriate solutions. Cultural and artistic activities have created a joyful and enthusiastic atmosphere among officials and the people.

With a strong focus on grassroots initiatives and using people's satisfaction as a measure of work effectiveness, many new approaches and practical models have been implemented. A notable example is the "Rapid Dissemination - Timely Guidance" model, implemented through Zalo groups of Party Committees, the Fatherland Front, mass organizations, and residential area Party branches. Thanks to this, Party guidelines, State policies and laws, and information requiring guidance are quickly conveyed to cadres, Party members, and the people.

The ward has also deployed Party members who are officials and civil servants to participate in activities at residential area Party branches, helping to strengthen the connection between the Party committee and the grassroots, while supporting areas still facing difficulties in community service work, especially areas with a large Catholic population or areas where land clearance projects are being implemented.

The models such as "Effective mass mobilization in developing new party members in religious community branches," "Digitizing historical and cultural relics and tourist destinations in Bac Gianh ward associated with traditional education and coastal tourism development," and "Building a security lighting system in religious community residential areas"... also created many outstanding impressions.

As a locality where nearly 39% of the population are Catholic, the Party Committee, government, Fatherland Front, and mass organizations of the ward regularly meet with, educate, and mobilize religious leaders, officials, and parishioners to effectively implement the Party's guidelines, the State's policies and laws, and actively participate in patriotic emulation movements and local campaigns. As a result, the national unity is strengthened, and emerging issues are resolved at the grassroots level.

Along with innovation in content and operational methods, propaganda and information services in Bac Giang are gradually adapting to digital transformation, effectively utilizing digital platforms, social networks, and AI applications in disseminating and guiding information.
