On the afternoon of March 20th, Inspection Team No. 1920 of the Politburo and the Secretariat held a meeting to approve the draft report on the results of the inspection of the Party Committees of the Vietnam Fatherland Front and central mass organizations.


The conference was chaired by Mr. Le Minh Hung, Member of the Political Bureau , Secretary of the Central Committee of the Party, Head of the Central Organization Department, and Head of the inspection team; and Mr. Do Van Chien, Member of the Political Bureau, Secretary of the Central Committee of the Party, Secretary of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations, and Chairman of the Central Committee of the Vietnam Fatherland Front.

Attending the conference, on the inspection team's side were Mr. Nguyen Quang Duong, Member of the Central Committee of the Party, Deputy Head of the Central Organization Department, and Deputy Head of the Standing Inspection Team; Mr. Ha Quoc Tri, Deputy Chairman of the Central Inspection Committee , and Deputy Head of the Inspection Team; and members of the 1920 Inspection Team of the Politburo.

Representing the Party Committee of the Vietnam Fatherland Front and central mass organizations were Ms. Nguyen Thi Thu Ha, Member of the Central Committee of the Party, Standing Deputy Secretary of the Party Committee of the Vietnam Fatherland Front and central mass organizations, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front; Mr. Tran Thang, Deputy Secretary of the Party Committee of the Vietnam Fatherland Front and central mass organizations; Vice Presidents of the Central Committee of the Vietnam Fatherland Front: Hoang Cong Thuy, To Thi Bich Chau, Tran Viet Truong; leaders of advisory and support agencies of the Party Committee of the Vietnam Fatherland Front and central mass organizations; and Secretaries of Party organizations directly under the Vietnam Fatherland Front and central mass organizations.

At the Conference, delegates heard the draft report on the results of the inspection conducted by Inspection Team No. 1920 of the Politburo and the Secretariat in 2025 on the Party Committees of the Vietnam Fatherland Front and central mass organizations (Party Committees).

Delegates discussed and analyzed the characteristics and situation, and evaluated the work of the Party Committee of the Vietnam Fatherland Front and central mass organizations in leading, directing, inspecting, supervising, urging, and guiding the implementation of four resolutions and conclusions of the Central Committee, including: Resolution 18-NQ/TW, dated October 25, 2017, of the 12th Central Committee on "Some issues on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective, and efficient" and Conclusion No. 121-KL/TW, dated January 24, 2024, of the Central Committee on summarizing Resolution 18, in conjunction with the establishment and operation of new Party committees (Resolution 18); Directive No. 35-CT/TW, dated June 14, 2024, of the Politburo on Party congresses at all levels leading up to the 14th National Congress of the Party and Conclusion No. 118-KL/TW, dated January 18, 2025, amending and supplementing some contents of Directive 35 (Directive 35); Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation (Resolution 57); Conclusion 123-KL/TW, dated January 24, 2025, of the Central Committee on the supplementary plan for socio-economic development in 2025 with a growth target of 8% or more (Conclusion 123).

Speaking at the conference, on behalf of the inspection team, Comrade Le Minh Hung highly appreciated the Standing Committee of the Party Committee of the Vietnam Fatherland Front and the central mass organizations for leading and directing the Party organizations within the Fatherland Front system, political and social organizations, and mass associations assigned by the Party and State to meticulously and thoroughly prepare the contents, adhering closely to the outline and data in the report, basically meeting the requirements of the inspection team.

Emphasizing that inspection and supervision are regular activities of the Politburo and the Secretariat, Comrade Le Minh Hung stated that the 19 inspection teams of the Politburo and the Secretariat this time have some new features, with the inspection contents focusing on the implementation, dissemination, understanding, raising awareness, and leadership, direction, and organization of the implementation of newly issued resolutions and conclusions of the Politburo and the Secretariat. In particular, the four inspection areas this time are important issues related to the activities of the entire political system.

Referring to the work of conducting Party congresses at the Party committee and branch levels within the system, Comrade Le Minh Hung stated that the preparation of draft political reports, reports on the self-criticism of Party committees, personnel work, and other related matters have been carried out in accordance with the regulations of the Politburo and the Secretariat.

Furthermore, the Party Committee of the Vietnam Fatherland Front and central mass organizations seriously implemented the review of Resolution 18 and Conclusion No. 121 of the Central Executive Committee. In particular, the implementation of the review of Resolution 18 achieved practical and comprehensive results, demonstrating a pioneering, exemplary, and responsible spirit in restructuring the apparatus, and was highly appreciated by the Politburo.

Regarding the implementation of Resolution 57 and Conclusion 123, the Party Committee directed Party committees at all levels to advise on the implementation of technology-based solutions for digital transformation in the implementation of action programs and to propose solutions to mobilize and encourage the business community to contribute ideas to improve institutions while promoting production and business activities to contribute to the development of the country; at the same time, the implementation has been adjusted appropriately to the actual situation.

According to Comrade Le Minh Hung, the reorganization of the Party Committee's apparatus in particular and the entire political system in general has achieved positive results and has received strong support and consensus from cadres, Party members, and the people. With a solid scientific and legal basis, innovative approaches, and high determination and great effort, the reorganization throughout the political system is appropriate and creates new opportunities for the country's development in the future.

To continue organizing the political system's apparatus, Comrade Le Minh Hung suggested that the Party Committee of the Vietnam Fatherland Front and central mass organizations urgently study and provide feedback on the contents of the proposals from the Party Committee of the National Assembly, the Party Committee of the Government, the Party Committee of the Supreme People's Court, the Party Committee of the Supreme People's Procuracy, and the proposals from the Central Organization Committee.

"In Official Document No. 43-CV/BCĐ (Official Document No. 43-CV/BCĐ) on the Plan to continue reorganizing the political system's apparatus and assigning specific tasks to Party organizations, including the Party Committee of the Vietnam Fatherland Front and central mass organizations, the document clearly states: From now until the 11th Central Committee Conference, the Party Committee of the Vietnam Fatherland Front and central mass organizations shall preside over and coordinate with the Central Organization Department and relevant agencies to gather opinions from localities, agencies, and units, finalize the Submission and Project for the reorganization and streamlining of the Vietnam Fatherland Front, political and social organizations, and mass associations assigned by the Party and State (at the central, provincial, and commune levels), and report to the Politburo before March 25, 2025; incorporate the Politburo's opinions, finalize the Submission and Project, and send the report to the Central Executive Committee (through the Central Party Office) before..." "April 1, 2025," Comrade Le Minh Hung informed.

According to Comrade Le Minh Hung, the document also clearly states that, following the resolution and conclusions of the 11th Conference of the 13th Central Committee, the Party Committee of the Vietnam Fatherland Front and central mass organizations will preside over and coordinate with the Central Organization Committee and relevant agencies to: Advise the Politburo to issue a decision on the functions, tasks, and organizational structure of the Vietnam Fatherland Front at the central level (to be completed before April 25, 2025). Arrange political and social organizations and mass associations assigned by the Party and State to be directly under the Vietnam Fatherland Front (to be completed before July 15, 2025). Decide on the reorganization of subordinate Party organizations (in political and social organizations and mass associations assigned by the Party and State) to conform to the organizational model after the reorganization (to be completed before June 30, 2025). Propose amendments and additions to relevant legal regulations to implement the policy of reorganizing administrative units and local government organizations at two levels.

Comrade Le Minh Hung suggested that the Party Committee should proactively coordinate its work and, with a very high sense of responsibility, be ready to implement tasks and complete them according to the schedule mentioned in the Official Letter.

“The Party Committee of the Vietnam Fatherland Front and central mass organizations need to coordinate with the Central Propaganda and Mass Mobilization Department to develop a plan for propaganda and mobilization, providing complete information, scientific basis, historical basis, and practical basis to create consensus and support from the people in this revolution to reorganize the apparatus,” Comrade Le Minh Hung suggested, and proposed that within the Fatherland Front system, it is necessary to properly address policies and regulations, and do a good job of political and ideological work with cadres and civil servants during the reorganization process.

Regarding the Party Congresses at all levels leading up to the 14th National Party Congress, Comrade Le Minh Hung requested the Standing Committee of the Party Committee to focus on studying and contributing opinions on the draft amendments to the contents related to the organization of the Congresses for Party committees and organizations undergoing mergers and consolidations. The Party Committee of the Fatherland Front and other political and social organizations should also contribute opinions to the documents submitted to the 14th National Party Congress so that when the Congress Resolution is issued, it will serve as a guiding principle for Party committees at all levels to implement, creating a foundation for national development in the new term.

Regarding the implementation of Resolution 57, Comrade Le Minh Hung suggested that the Party Committee should focus on leadership and guidance, and should have forms of propaganda and mobilization to encourage all strata of the people to contribute ideas to improve the institutional framework, mechanisms, and policies in training and developing human resources, accelerating the digital transformation process, and enhancing the effectiveness of the Fatherland Front and political and social organizations; at the same time, there should be solutions and a roadmap to improve the qualifications of cadres and civil servants to serve the process of scientific and technological development, innovation, and digital transformation within the Fatherland Front system in the coming time.

In implementing Conclusion 123, the Party Committee needs to strengthen propaganda and mobilization, creating high unity within the political system, for the common goal of serving the development of the country, especially mobilizing contributions from all economic sectors to help the country achieve a growth target of 8% or more and lay the foundation for double-digit growth in subsequent periods.

On behalf of the Party Committee of the Vietnam Fatherland Front and central mass organizations, Chairman Do Van Chien received the directives from Comrade Le Minh Hung and expressed his joy at the recognition and high appreciation of the Inspection Team for the Party Committee and Standing Committee of the Party Committee of the Vietnam Fatherland Front and central mass organizations for strictly adhering to the directives of the Politburo and the Secretariat, demonstrating unity, consensus, high political determination, and decisively implementing Resolution 18, which was highly appreciated by the Politburo.

"This achievement is thanks to the collective efforts of the entire Party Committee and the agencies within the political system," Chairman Do Van Chien emphasized, affirming that in the coming time, the Party Committee and the Standing Committee of the Party Committee will further enhance their responsibilities, share and unite to lead the Party Committee in fulfilling its political tasks, especially the four key tasks mentioned by the inspection team, and ensure the implementation of the Project on restructuring and streamlining the Vietnam Fatherland Front, political and social organizations, and mass associations assigned by the Party and State (at the central, provincial, and commune levels) will proceed according to the schedule and requirements set by the Politburo.
