Implementing the policy of the Party Central Committee and the Central Military Commission, in December 2009, Vietnam signed a contract with the Russian Federation to purchase 6 Kilo 636 submarines, a training process for sailors, equipment and supplies to ensure the submarines.

To best prepare for the process of building a campaign-level submarine unit, in early 2010, the Navy Command decided to establish a permanent framework for managing submarine forces, under the General Staff, Navy.
In March 2010, with the help of Russian experts, the Navy began building a submarine base on Cam Ranh peninsula.
On September 17, 2010, the Navy Commander signed a provisional decision to establish Submarine Brigade 189, under the Navy General Staff (the predecessor of Submarine Brigade 189 of the Navy).

After its establishment, the Party Committee of Group 189 determined: Quickly receive the force, stabilize the organization, and begin to carry out the tasks of studying foreign languages and physical training. At the same time, well implement the consistent motto in building the force: "Special Unity - Special Discipline - Special Secrecy - Special Loyalty".
On October 10, 2010, at Training Center 125 (Military Technical Academy) stationed in Vinh Yen City, Vinh Phuc Province, the opening ceremony of the first course was held, chaired by Vice Admiral Tran Thanh Huyen, Political Commissar of the Navy.

On August 27, 2011, the first submarine training crew departed for the Russian Federation to begin the submarine sailor training program.
On September 1, 2011, at Center 650 (Foreign Naval Training Center), the Russian Federation Naval Academy, in Saint Petersburg, held the opening ceremony of the Kilo 636 submarine training course.
Submarine Brigade 189 - Deterrence from the sea
On June 20, 2011, the Minister of National Defense issued Decision No. 2180/QD-BQP to establish Submarine Brigade 189, under the Navy.

Implementing the decision of the Ministry of National Defense, on May 29, 2013, at Cam Ranh Military Base (Khanh Hoa), the Navy held a ceremony to announce the decision to establish the 189th Submarine Brigade and receive the Victory Flag. Attending and presiding over the ceremony were the Navy Commander, representatives of the Navy agencies, and military units stationed in Khanh Hoa province.
The establishment of Submarine Brigade 189 is a historical event of great significance, marking the modern development of the Vietnam People's Navy.

By December 2013, the sailors of Submarine Crews 1 and 2 completed their training program, together with modern submarines and Russian experts, journeying across 3 oceans to return home.
On January 3, 2014, at Cam Ranh Military Port, amid the joyful anticipation of the people of the whole country, Brigade 189 received the first Kilo 636 submarine named 182 - Hanoi; on March 22, 2014, received submarine 183 - Ho Chi Minh City.

On the morning of April 3, 2014, at Cam Ranh Military Port, the Navy solemnly held a national flag-raising ceremony for two submarines 182 - Hanoi and 183 - Ho Chi Minh City.
On August 1, 2015, at Cam Ranh Military Port, the Navy held a flag-raising ceremony for submarine 184 - Hai Phong and submarine 185 - Khanh Hoa.
On February 5, 2016, Brigade 189 welcomed submarine 186 - Da Nang; on January 23, 2017, received submarine 187 - Ba Ria - Vung Tau. On February 28, 2017, the Navy solemnly held a national flag-raising ceremony for 2 submarines, an event that attracted great attention from the people of the whole country and international friends.

To mark and acknowledge the achievements of the period of force building, stabilizing the organization and staffing; receiving, training, transferring and mastering modern submarine weapons and technical equipment, on June 20, 2016, Brigade 189 held a ceremony to celebrate the 5th anniversary of its establishment and received the Third Class Fatherland Protection Medal.
Entering 2017, the 189th Navy Submarine Brigade has received enough submarines according to schedule, consolidating and stabilizing the organization. Continuing to implement the training process to master submarine weapons and technical equipment.
