Plaintiffs: HMC Plastic Co., Ltd., Thai Polyethylene Co., Ltd. and IRPC Public Co., Ltd.
The DFT said that the plaintiff had provided sufficient evidence of an increase in imports of the relevant product, demonstrating that the absolute import volume increased from 228,365 tons in 2020 to 390,583 tons in 2023 (equivalent to an increase of 71.03%). The import volume then continued to increase from 297,871 tons in the first three quarters of 2024 to 351,764 tons (18.09%) compared to the same period in 2025. In addition, the DFT said that this increase in imports has caused or threatened to cause serious injury to Thai domestic production, reflected in a decline in domestic market share, sales, output, reduced capacity utilization, and losses.
Importers, exporters and other interested parties may submit written information regarding evidence, documents, views and comments on the case to the DFT no later than 16:30 ICT (GMT+7) on 24 September 2025; for exporters or interested parties located outside Thailand, the deadline is 01 October 2025.

The Department of Trade Remedies recommends the Vietnam Plastics Association and related manufacturing/exporting enterprises as follows:
- For the Association: notify relevant manufacturing and exporting enterprises; recommend participating enterprises to send comments, information, and evidence if necessary;
- For manufacturing and exporting enterprises:
In case Thailand applies safeguard measures, the production and export of popyprolylene will face more difficulties. Therefore, the provision of information by enterprises to the investigating agency (including answering the investigation questionnaire (if any), sending comments, etc.) will help provide documents/data proving that there is no sudden increase in import volume and/or the increase in import is not the cause or threat of causing serious damage to domestic production.... Failure to provide information will cause the investigating agency to rely on available data (usually disadvantageous) to prove the need to apply safeguard measures.
- Contact and coordinate with the Department of Trade Defense to coordinate the handling of the case and receive timely support (if necessary).
