Recent sessions of the City People's Council have clearly demonstrated the important role of the review process. For example, at the 25th thematic session, when the City People's Committee submitted a resolution allocating recurrent expenditure for the National Target Program for socio -economic development in ethnic minority and mountainous areas in 2025, the Economic and Budget Committee of the City People's Council thoroughly analyzed and agreed with the allocation plan, while also requesting a review of the unallocated funds to ensure timely disbursement. As a result, the resolution both adhered to the principle of capital allocation and avoided wasting resources.

Another example is the Resolution stipulating investment and support levels in forestry. During the review process, the Economic and Budget Committee of the City People's Council compared the proposed support levels with government regulations, confirming that they were consistent with the local budget balance, thereby ensuring the Resolution had a clear practical basis. Similarly, in reviewing the 2025 capital plan, instead of just considering the overall figures, the committees carefully considered each task group, prioritizing key areas such as essential infrastructure, education , culture, and disaster prevention and control.

The review process also plays a crucial role in fostering consensus in the parliament. Review reports are presented concisely and succinctly, highlighting key points and helping delegates easily grasp the issues for discussion. When recommendations are reasonable, resolutions are passed with a very high percentage of votes. As a result, resolutions receive strong support from the people and voters.

Another noteworthy point is the increasing professionalism in the review process. Previously, reports were largely formalistic, mainly repeating the content of the submitted documents. Now, there has been a significant change, with independent data analysis, strong critiques, and clear recommendations. This is clearly demonstrated when the City People's Council reviewed and amended agricultural support policies to align with the newly implemented two-tier local government model. In the context of Hue operating under the two-tier local government model, upcoming resolutions will involve many major issues concerning budget, urban planning, and the development of specific mechanisms. All of these require rigorous review to avoid discrepancies between policy and practice. Review is not only a step in perfecting the document but also a crucial step in building consensus and ensuring that the resolution, once issued, truly becomes a driving force for development.

According to the Standing Committee of the City People's Council, the People's Council committees proactively organized surveys and collected information to serve the verification work, especially on important issues such as the restructuring and streamlining of the city-level organizational apparatus, the implementation of the 2C local government model, planning, and the supplementation and adjustment of public investment plans. The verification reports of the committees were prepared objectively, with a high degree of critical analysis, providing much information to help People's Council representatives discuss, question, and decide on major issues at the session. As a result, the resolutions of the City People's Council were issued promptly, both institutionalizing the central government's policies and creating a legal framework for all levels and sectors to implement, strengthening management effectiveness and promoting key inter-regional projects, contributing to the efficient disbursement of public investment capital.
