As usual, at the beginning of each new year, residential areas, communes, and wards in Hanoi enthusiastically organize People's Representative Conferences to discuss the building of cultural life.

After nearly 20 years of implementation, the conference has not only focused on discussing cultural criteria, but has also become a forum for promoting democracy, where citizens directly contribute ideas and resolve local "bottlenecks," helping to build a more civilized and modern capital city.

A forum of the people and for the people.

Held annually, the conference provides an opportunity for the government and the people to review the results of the previous year's resolutions and determine tasks and solutions for the following year. More importantly, it is a democratic space for every citizen to exercise their right to self-governance, participate in discussions, and make decisions on issues closely related to their daily lives.

At these conferences, from issues of environmental sanitation and urban order to building civilized customs in weddings, funerals, and festivals, people openly discussed and contributed their opinions. This direct participation created a strong consensus, helping policies and resolutions not remain on paper but gradually be put into practice.

In Long Bien ward, this year's People's Representatives Conference recorded many heartfelt opinions, focusing on specific problems in residential area No. 30, such as the situation of cars parked obstructing traffic in the main alleys; accumulated waste along the road from Thach Cau to Phu Vien; encroachment on sidewalks and roads for business purposes; and the dilapidated condition of Thach Cau market area…

The conference clearly defined its determination to remove and resolve "bottlenecks": strengthening urban order management; rectifying illegal parking; eliminating accumulated garbage; improving cultural and sports infrastructure; and encouraging businesses around the market area to strictly comply with regulations, ensuring clear roads and sidewalks.

According to Ms. Vu Thi Thanh, Chairwoman of the Vietnam Fatherland Front Committee of Long Bien Ward, the highlight of the conference was the adoption of the draft resolution and the signing of a commitment to action between the residential group, the Fatherland Front Working Committee, mass organizations, and representatives of the people. "This is not only a consensus on the policy but also demonstrates the determination of the entire political system and the community to put the resolution into practice, creating a clear transformation from awareness to action," Ms. Thanh emphasized.

From resolution to action: Creating a civilized urban landscape.

Not only in Long Bien district, but also in Duong Noi ward, the report on the implementation of the resolution of the People's Representatives Conference in 2025 shows that many targets have been met and exceeded. The effectiveness and efficiency of state management have been improved; the economic structure has shifted in the right direction; trade and service activities, construction and industry have maintained stable growth; and per capita income has gradually improved. The increasingly modern and attractive urban landscape is clear evidence of the unity between the government and the people.

Meanwhile, in Phuc Loi ward, the Chairman of the Vietnam Fatherland Front Committee of the ward, Nguyen Xuan Hung, said that in 2026, the conference will be held in conjunction with the implementation of the "Month of Listening to the People," aiming to listen to the thoughts and aspirations, and promptly receive and resolve legitimate requests of the people at the grassroots level. This will enhance the responsibility of the entire political system in receiving, processing, and publicly disclosing the results of resolving people's issues.

Notably, to concretize the action plan and create a unique identity for the locality, Phuc Loi ward launched three competitions: "Phuc Loi: Bright, Green, Clean, and Beautiful"; songwriting about Phuc Loi; and designing a ward logo. These activities not only contributed to promoting local cultural values ​​but also awakened pride, creativity, and active participation from officials, Party members, and the people.

The "Bright, Green, Clean, and Beautiful Welfare" movement has been strongly implemented with many creative approaches such as painting murals, decorating lighting systems, planting flowers and ornamental plants, installing flagpoles, etc. As a result, urban landscapes are becoming increasingly spacious, clean, and civilized; violations of urban order, environmental sanitation, and traffic safety have decreased significantly.

From practical experience in various localities, it can be seen that when people are involved in discussing and deciding on issues directly related to their lives, their sense of responsibility and community spirit are significantly enhanced.

Therefore, the People's Delegates Conference is not only an opportunity to summarize and evaluate the results of building a cultural life, but also an important driving force to consolidate the great national unity.

In the context of Hanoi's efforts to build a civilized and modern city, maintaining and improving the quality of people's delegate conferences is of even greater practical significance. These conferences serve as a strong bridge between the "Party's will" and the "people's aspirations," where policies and guidelines are concretized through practical actions. And from these conferences held at the beginning of the year, a civilized, bright, green, clean, and beautiful urban landscape is being built day by day through the consensus and determination of the people of the capital city.
