Specifically, the City Youth Union has set detailed targets for the City Youth Union; commune and ward youth unions and affiliated youth unions; and for individual Youth Union officials and members. Within 500 days (from May 1, 2026 to September 30, 2027), the City Youth Union will strive to build 15 smart, illuminated youth roads in border areas, linked to digital transformation. It will also develop and operate a digital system for managing the waste sorting at source movement. Furthermore, it will establish a Youth Innovation and Entrepreneurship Center; and provide support, advice, and resource connections for at least 25 youth startup projects and ideas.
In addition, the plan includes building and operating an e-commerce platform to support the promotion and connection of OCOP products and youth-led startup products; supporting revenue growth for at least 150 youth-led businesses and production facilities. It also aims to recommend 9,000 outstanding Youth Union members for Party membership consideration, with over 70% of Party members admitted throughout the city being outstanding Youth Union members. Furthermore, it strives to ensure that 80% of Youth Union members have access to knowledge on identifying and preventing online fraud and blocking harmful information on the internet; and to mobilize over 500 volunteers to participate in the Digital Summer campaign (peak period from June 1st to August 15th annually)…
For commune-level and affiliated youth unions, from now until June 20th, 100% of units must issue plans to participate and register youth projects and activities. Each commune-level and affiliated youth union must select and register at least 3 youth projects and activities; introduce at least 1 innovative youth startup idea or project to participate at the city level annually; and establish and maintain at least 1 model or club for youth entrepreneurship, digital transformation, or community digital technology group.
Each commune/ward Youth Union registers to build or maintain at least one smart, civilized, or self-managed youth road; supports at least two youth startup products or local OCOP products to be promoted on digital platforms. They also support young people in creating QR codes for traceability, electronic payments, or building fanpages to promote products. They complete the target of developing Youth Union members, recommending outstanding members for the Party to consider for admission; and organize at least two classes to raise awareness about identifying and preventing online fraud and blocking harmful information on the internet. For full-time Youth Union officials, the commitment will be to participate in emulation campaigns, registering to undertake at least one breakthrough task, project, or individual work with a specific product and a deadline for completion; striving to complete tasks well or better, with no Youth Union officials being subjected to disciplinary action. 100% of Youth Union members will install and use the Vietnam Youth application, VNeID, and other digital platforms serving learning and work…
To effectively implement this special emulation campaign, the tasks and solutions set forth by the City Youth Union include: tightening discipline and order, emphasizing the exemplary responsibility of Youth Union officials; promoting creativity, applying digital transformation, and taking the lead in administrative reform; taking the lead and volunteering for community life, contributing to achieving double-digit growth targets.
