Thanh Hoa: Many offices remain redundant after restructuring.

Following the merger, reorganization of administrative units, and implementation of a two-tiered government model, Thanh Hoa province has many surplus public offices and land plots; these mainly include commune-level People's Committee headquarters, schools, health stations, and village cultural centers.

Although Thanh Hoa province has directed relevant departments and localities to address the issue of surplus office buildings and land, many surplus offices and properties remain vacant, wasting land resources and infrastructure.

Along the central roads of Yen Dinh commune, Thanh Hoa province, there are currently a series of abandoned former Yen Dinh district offices, including the product sales store, veterinary station, agricultural extension station of the former Yen Dinh district agricultural service center, Quan Lao town office, Dinh Tang commune office, and Dinh Lien commune office… After implementing the two-tiered government model and establishing the new Yen Dinh commune, the local government no longer needed these offices, so they were left vacant. Currently, these offices are increasingly dilapidated, unsightly, and a waste of investment resources.

Mr. Hoang Xuan Toan, Head of the Economic Department of Yen Dinh Commune, said that after implementing the two-tiered government model, Yen Dinh Commune has 8 surplus and unused public offices, while the remaining offices have been handed over to other commune units for use. Regarding the surplus offices for which there is no plan yet, the commune will report to the Provincial People's Committee to request a solution in the near future, so that these surplus offices can be included in the local economic development plan, thereby avoiding the waste of resources invested in these surplus offices.

In Vinh Loc commune, after implementing the two-tiered government model, the commune has 15 surplus public offices, including the People's Committee offices of Vinh Hung and Vinh Phuc communes, the Association of the Blind, the Agricultural Service Center, and the town's kindergarten... all belonging to the former Vinh Loc district. In addition, the commune also has surplus offices of units located within its boundaries, including the former Vinh Loc District Tax Office. Many of these buildings are currently abandoned, causing waste. Because these public assets are no longer in use, the local authorities must constantly protect them; however, resources for protecting public assets are limited due to economic and financial constraints.

Ms. Le Thi Tu, Head of the Economic Department of Vinh Loc Commune, said that after implementing the two-tiered government model, the commune has 15 surplus public offices. To address this situation, the Commune People's Committee is reviewing all existing public assets, including office buildings, public land of subordinate units, and public assets handed over by these units, and is developing a suitable plan to avoid leaving them unused and causing waste. Regarding the surplus offices, the Commune People's Committee is coordinating with provincial-level units to develop a plan for their arrangement. In the future, the Commune People's Committee will strengthen inspection and handling of public assets, enhance the responsibility of civil servants in saving and preventing waste, and propose to higher authorities solutions to difficulties and obstacles in using surplus assets after the implementation of the two-tiered model.

Faced with the situation of having many surplus public offices in the province, on May 14, 2026, the People's Committee of Thanh Hoa province issued a decision to transfer more than 300 public assets, including surplus and abandoned buildings and land after mergers, to 72 communes and wards for management and handling. The People's Committee of Thanh Hoa province assigned the Department of Finance, the units transferring assets, and the units receiving the transferred assets to be responsible to the People's Committee of the province, inspection, auditing and other relevant agencies for the accuracy of information and data on the assets.

The Provincial People's Committee also requested that the units receiving the transferred assets organize their management, develop asset exploitation plans in accordance with regulations, and pay all costs related to the transfer and receipt of assets. At the same time, they are to advise or propose to the responsible agency to advise and report to the competent authority on the handling of assets in accordance with Clause 7, Article 37, Decree 186/2025/ND-CP, ensuring economy, efficiency, and avoiding waste.

According to Mr. Van Dinh Van, Deputy Head of the Public Assets Management Department of the Thanh Hoa Provincial Department of Finance, there are 306 vacant, redundant public offices for which no disposal plan has been developed. For these offices, Thanh Hoa province has devised a plan to arrange and transfer many surplus public assets to avoid waste. In addition, the Party Committee of the Thanh Hoa Provincial People's Committee has submitted a proposal to the Standing Committee of the Thanh Hoa Provincial Party Committee seeking opinions on the arrangement and disposal of land and buildings in the province after the streamlining of the administrative apparatus. Once approved, a comprehensive arrangement of these surplus public offices will be implemented.
