That is the content stated by the Thanh Hoa Department of Education and Training in a document sent to the Ministry of Home Affairs regarding proposed plans to arrange public educational institutions in the area.
Thanh Hoa Department of Education and Training proposed to rearrange 4 groups, including: Rearranging preschool and general education facilities; vocational education and continuing education centers; colleges, intermediate schools and universities.
Regarding universities, the Department proposed merging the University of Culture, Sports and Tourism into Hong Duc University. The merger would help reduce the number of higher education institutions from two to one, forming a multidisciplinary university, thereby increasing the attractiveness to learners, expanding international cooperation and concentrating resources to improve the scale and quality of training.

For kindergartens and primary schools in 16 border communes, the Department proposed that localities build inter-level primary and secondary boarding schools on the basis of merging primary and secondary schools. At the same time, merge schools and school sites within a commune-level administrative unit; prioritize retaining school sites with favorable conditions in terms of facilities, traffic, and concentrated population; and dissolve separate school sites that do not meet minimum standards in terms of facilities.
For 23 vocational education and training centers and 1 general technical education and continuing education center, the Department of Education and Training proposed merging and converting them into 14 vocational high schools.
Regarding colleges, the Department proposed to keep the following schools: College of Agriculture, College of Medicine. In particular, Thanh Hoa Industrial College merged with Nghi Son Vocational College to form Thanh Hoa Industrial College.
Regarding secondary schools, the Department proposed to maintain the Transport Vocational College, as this is an autonomous unit in regular and investment expenditures; proposed to allow the Mountainous Vocational College and the Tourism Trade Vocational College to develop a plan for autonomy in regular expenditures and maintain the status quo.
Merge Bim Son Vocational College and Thanh Hoa Vocational College of Technology into Thanh Hoa Industrial College (establish the northern branch at the current headquarters of Bim Son Vocational College).
For Thach Thanh Vocational College and Nga Son Vocational College, the Department proposed to convert them into two vocational high schools.
Currently, Thanh Hoa province has 38 educational institutions including universities, colleges, secondary schools and continuing education. According to the proposal of the Department of Education and Training, after the merger, there will be 24 institutions (ie 14 institutions less than the present).
