At the ceremony announcing the Index for evaluating the implementation results of Free Trade Agreements (FTAs) by localities, held at the Government headquarters on the afternoon of April 8th, 10 provinces and cities were ranked leading the country, with Thanh Hoa in second place.

According to the announcement, the top 10 localities nationwide in terms of FTA Index scores in 2024 include: Ca Mau (34.90 points), Thanh Hoa (34.13 points), Binh Duong (34.03 points), Khanh Hoa (32.96 points), Tra Vinh (32.74 points), Long An (32.50 points), Ha Giang (32.46 points), Bac Lieu (32.43 points), Ninh Binh (31.74 points), and Dien Bien (31.72 points).

Conversely, the 10 localities with the lowest rankings in the FTA Index 2024 include: Quang Tri (14.49 points), Lao Cai (17.31 points), Lang Son (17.96 points), Thai Nguyen (18.61 points), Thua Thien Hue (19.08 points), Bac Ninh (19.43 points), Da Nang (19.97 points), Yen Bai (20.09 points), Ha Nam (20.83 points), and Hung Yen (20.96 points).
According to the FTA Index, the national average score is 26.20 points. Therefore, all 10 localities with the lowest scores are below average.
The FTA Index is a quantitative, objective, and comprehensive assessment tool for evaluating the capacity to implement FTAs in all 63 provinces and cities. The FTA Index is built on four main pillars: FTA dissemination and awareness campaigns; implementation of FTA legal regulations; policies supporting enhanced competitiveness; and implementation of sustainable development commitments.
According to the Minister of Industry and Trade, the publication of the FTA Index results is not only for "comparison," but also to create momentum to promote administrative reform, support businesses in optimizing opportunities from FTAs, diversify markets, supply chains and exports, contributing to the realization of substantive and sustainable international economic integration.
