Establish 3 Strategic Technology Industry Expert and Innovation Networks

3 Innovation networks in the fields of quantum, cybersecurity and drones are expected to drive strategic technology development.

On August 25, in Hanoi, the Ministry of Finance held a ceremony to announce the establishment of 3 Innovation and Expert Networks in strategic technology: Quantum (VNQuantum), Cybersecurity (ViSecurity) and Aviation, Space, Unmanned Aerial Vehicles (UAV Vietnam).

VNQuantum Network was established with the vision of making Vietnam a bright spot on the global quantum technology map. The network focuses on three pillars, including: Research and training of high-quality human resources; Promoting the application of quantum technology in finance, economics , health, security, and defense; Strengthening international cooperation to receive and transfer advanced knowledge.

The VNQuantum network plays a pivotal role in the development of national quantum technology, contributing to Vietnam's proactive participation in the global value chain and creating thousands of high-quality jobs for the young workforce.

The ViSecurity Network was established with the aim of mastering security technology, developing “Make in Vietnam” solutions to protect critical digital infrastructure, and connecting experts, businesses and research institutes with international cybersecurity centers, contributing to building an innovative ecosystem in this field. The ViSecurity Network aims to become the core force to protect national cyberspace and make Vietnam a center of innovation in cybersecurity technology in the region.

The Vietnam UAV Network has a mission to transform Vietnam from a consumer market to a manufacturing and innovative country, playing an important role in the global value chain of the aviation and aerospace industry. The four key strategies identified by the network include: Perfecting the legal framework, promoting R&D investment, developing high-quality human resources, and attracting the world's leading corporations to cooperate in Vietnam.

Speaking at the announcement ceremony, Deputy Prime Minister Nguyen Chi Dung said that after nearly 40 years of Renovation, from a poor and backward agricultural country, Vietnam has risen to be among the 34 largest economies in the world and the top 20 economies in terms of trade scale and FDI attraction.

To date, GDP per capita has reached more than 4,800 USD, belonging to the group of countries with high average income (according to World Bank standards, the group of high average income is from 4,500 USD - 14,000 USD). Accordingly, the challenge for Vietnam in the current period is how to liberate resources, promote rapid and sustainable growth and successfully implement the 2 100-year goals. Thereby, turning the country into a developed, high-income country by 2045.

Deputy Prime Minister Nguyen Chi Dung also cited evidence, according to calculations by the World Bank and IMF, there are currently about 86 countries and territories reaching the upper middle income level (from 14,000 USD or more). Of these, only 43 countries have overcome the middle income trap and become high income countries.

In Asia, apart from resource-rich countries in the Middle East, only Japan, South Korea, and Singapore have achieved this. Notably, Japan is the only country with a population of over 100 million that has successfully achieved the goal of overcoming the middle-income trap.

“From the lessons learned from the above countries, the successful experience is to promote development based on science and technology, innovation, and digital transformation; taking science and technology as the main driving force for growth. In particular, it is necessary to have a strategy to gather and gather a network of talents, mobilizing the total strength crystallized from consensus and the spirit of daring to think big, daring to act.” , the Deputy Prime Minister emphasized.

The launch of 03 Innovation Networks and strategic technology experts is not only an important milestone, but also the beginning of a new chapter in Vietnam's journey to master technology.

This is a strategic step to create a solid launch pad, unleash potential and connect the best minds to create a dynamic innovation ecosystem, creating the core driving force for a knowledge-based, self-reliant and prosperous economy.

Speaking at the announcement ceremony, Mr. Nguyen Thanh Trung, Deputy Minister of Finance, said: “With the establishment of 03 specialized networks under the Vietnam Innovation Network, the Ministry of Finance has continued to perfect and develop a global Vietnamese intellectual ecosystem, a strong strategic innovation and technology community, becoming a core force to help the country catch up, progress together and surpass in a number of key areas” .

In the world, quantum technology, cyber security, and aerospace and UAVs are emerging as three strategic pillars, shaping the future of global economy, security and defense, with an estimated market size of hundreds to thousands of billions of USD in the next decade.

Quantum opens up ultra-secure computing, sensing, and communications; cybersecurity becomes an essential shield for digital infrastructure; while aerospace and UAVs drive the space economy, defense, and modern logistics. Many countries and large technology corporations have increased their investments, creating fierce competition to gain technological advantage.

With a young workforce, wide application potential and large market demand, Vietnam has a golden opportunity to deeply participate in the global value chain, gradually becoming a center of innovation in these strategic fields.

3 Innovation Networks and strategic technology experts including: VNQuantum, ViSecurity, UAV Vietnam are component networks of the Vietnam Innovation Network assigned by the Ministry of Finance to the National Innovation Center (NIC) for sponsorship since 2018.

To date, NIC has sponsored the establishment of 10 Vietnamese Innovation and Expert Networks in 22 countries and territories with more than 2,000 members who are experts, general engineers, and chief architects in important industries and 05 Innovation and Expert Networks in strategic technology industries to coordinate with universities, research institutes, and businesses to solve major problems of the country.
