Before long, the opening of 3,000km of expressways will create new opportunities for development and provide a new impetus for localities and regions across the country.

The result of breakthroughs and decisive action.

In just about three years, the length of expressways put into operation is nearly equal to the total length of the previous ten years combined. This achievement stems from the efforts and determination of many stakeholders. Among them, the support of the National Assembly and the decisive actions of the Government and the Prime Minister are crucial factors.

Institutional breakthrough

Over the past half-term, the National Assembly has consistently addressed and resolved traffic "hot spots" promptly through numerous special policies and a series of specific mechanisms.

Prime Minister Pham Minh Chinh delivered a directive speech at the launching ceremony of the 500-day intensive emulation campaign to complete 3,000km of expressways on August 18th.

According to National Assembly Deputy Pham Van Hoa, since the beginning of this term, both the legislative and executive branches have focused on and quickly resolved obstacles in the investment procedures for key transportation projects.

At numerous extraordinary sessions, the National Assembly has made important decisions. For example, mechanisms for delegating authority to organize land acquisition, compensation, support, and resettlement; converting the purpose of use of special-use and protection forests; granting permits for material mines without auction; and increasing the state's capital stake in PPP projects… have helped to achieve breakthroughs in the construction of transportation infrastructure. Despite budget constraints, investment in transportation has always been a priority.

For the first time, a State Steering Committee for national-level transport projects was established, chaired by the Prime Minister , to organize, lead, direct, coordinate work, monitor, urge, promote, and propose solutions to obstacles.

"There is a high level of consensus and unity between the executive and legislative branches to quickly resolve institutional obstacles and facilitate the realization of transportation projects. With this coordination, I believe that from now until the end of this term and until 2030, the number of kilometers of expressways in Vietnam will continue to increase," Mr. Hoa said.

Sharing the same viewpoint, National Assembly Deputy Nguyen Thi Viet Nga stated that, despite numerous difficulties and challenges, with the close cooperation of the National Assembly and the decisive leadership of the Government, all obstacles have been gradually overcome. With the involvement of all levels and sectors, the spirit of "overcoming the sun and rain," and the "three shifts, four teams" work ethic of the laborers on the construction sites, the development of transportation infrastructure has become a bright spot since the beginning of the term.

Solve the problem wherever it arises.

According to Associate Professor Dr. Tran Chung, Chairman of the Vietnam Association of Road Transport Infrastructure Investors (Varsi), the acceleration of investment in transport infrastructure in recent years has yielded very concrete results. Just considering expressways alone, from the beginning of the 2021-2025 term to the present, more than 800km have been completed. This is an important prerequisite, creating momentum to achieve the goal of having 3,000km of expressways nationwide by 2025.

"These results were achieved thanks to the decisive leadership of the Party and the Government, and the support of the National Assembly. In particular, we must mention the close and direct involvement of the Prime Minister," Mr. Chung said.

According to Mr. Chung, the trips made by the head of government to project sites, regardless of holidays, not only encourage engineers and workers in the transportation sector but also provide an opportunity to identify, listen to, see, and discover strengths and weaknesses, as well as bottlenecks that need to be addressed.

"In addition, the determination and responsibility of the transport sector have been evident in proactively advising and proposing many mechanisms and policies to accelerate the progress of projects. The leaders of the Ministry of Transport have continuously conducted inspection trips, urged progress, and directly resolved obstacles."

"After each trip, it's clear which contractors are capable and which are weak, allowing for timely adjustments and replacements to improve construction efficiency," Mr. Chung observed.

Maximize the advantages offered by the 3,000km of expressways.

According to Mr. Tran Chung, the time to complete the 3,000km expressway project is not far off. The current challenge may be the concern about climate change and unpredictable weather patterns, which could significantly affect the pace of construction.

To date, the total length of completed and operational expressways nationwide has reached 2,021 km. (In the photo: A section of the Phan Thiet - Dau Giay expressway).

This challenge requires the directly involved parties to take initiative, fully identify the amount of work that needs to be done, and then come up with appropriate solutions.

"For example, during the rainy season, when road construction is impossible, we must find solutions to construct other components such as bridges, culverts, and tunnels… Only by doing so can we avoid the risk of delays and bring projects to completion on schedule with the best quality," Mr. Chung said.

According to National Assembly Deputy Pham Van Hoa, the implementation of transportation infrastructure projects creates millions of jobs and boosts the market for materials and fuel. Upon completion, they will significantly contribute to the flow of goods and open up new development opportunities for each locality through which the routes pass.

"The most important thing is how localities will grasp and take advantage of this," Mr. Hoa said.

National Assembly Deputy Nguyen Thi Viet Nga also assessed that the 3,000km of expressways will help connect regions, localities, economic zones, seaports, and airports, creating new momentum for localities and changing the economic structure of key economic regions.

"In reality, wherever the expressway passes through, the socio-economic development of that area is very impressive, just like the saying 'highways bring great wealth'. The remaining issue is to focus efforts on achieving the set goals," Ms. Nga shared.

Over 2,000km of expressways have been put into operation.

From now until 2025, more than 1,000km of expressways will be completed and put into operation, focusing on projects such as: the North-South Expressway (Eastern section) giai đoạn 2021-2025 (12 component projects); Ben Luc - Long Thanh Expressway; Hoa Lien - Tuy Loan Expressway; Tuyen Quang - Ha Giang Expressway; Cao Lanh - An Huu Expressway; Bien Hoa - Vung Tau Expressway; Khanh Hoa - Buon Ma Thuot Expressway; Ho Chi Minh City Ring Road 3…
