At the Ban Khat resettlement area in Quang Bach commune, construction units are currently implementing projects including land leveling, internal roads, drainage systems, electricity supply, domestic water supply, and street lighting. To date, the land leveling and box culvert construction package has basically completed the excavation and embankment work; many other items are being implemented simultaneously to bring the resettlement area into use as soon as possible.
The project to relocate residents from Ban Khat village due to the urgent risk of landslides has a total investment of 26 billion VND and was launched in June 2025 to stabilize housing for 23 households, including 16 households from Na Ca village who need to be urgently relocated due to the high risk of landslides. According to the plan, the project was scheduled for completion in December 2025, but only about 60% of the work has been completed so far. The main reasons stem from the complex mountainous terrain and the need for numerous adjustments during construction to suit the actual conditions.
Ms. Nong Thi Thuy, Vice Chairman of the People's Committee of Quang Bach commune, said: "The numerous design adjustments have led to changes in the land acquisition area, creating difficulties in inventory, land clearance, and completing related procedures. In addition, the construction period coincided with the rainy season, affecting the progress of many items. Several obstacles related to the power grid safety corridor, procedures for changing the purpose of forest land use, and updating the land use plan have also prolonged the project implementation time."
Although many difficulties are being gradually overcome, the biggest obstacle remains the lack of funding, with the project still short of over 7.85 billion VND, and no funding allocated for implementation in 2026. The local authorities request that relevant agencies and departments promptly consider supplementing the remaining funds, while also resolving issues related to land procedures, forest land use conversion, and planning updates to ensure the project can be implemented on schedule.
In Nam Cuong commune, the project "Relocation of residents in emergency disaster-prone areas of Na Ang, Na Pha, and Na Dau villages" is also facing challenges and efforts to expedite construction. The project has a total investment of 24 billion VND from the central government's contingency budget and aims to provide stable housing for 18 households in high-risk landslide areas.
During construction, heavy rains and storms at the end of 2025 caused a large landslide behind the structure, forcing the project to adjust its technical solutions to ensure long-term safety for the resettlement area. Mr. Tran Duc Trung Thien, Chairman of the People's Committee of Nam Cuong commune, informed that the locality has completed the survey, land acquisition, and clearance of the additional area to serve the project adjustment. The construction units are focusing on completing the remaining items, striving to finish the project before this year's rainy season.
In addition to the two projects mentioned above, in the northern region, the project to resettle residents in Khuoi Slun village, Cho Ra commune, and the project to resettle residents in the urgently affected disaster-stricken area of Khuoi Luong village, Ba Be commune, are also behind schedule due to numerous difficulties encountered during implementation, such as complex terrain, large-scale earthworks, unfavorable weather conditions, and infrastructure and construction site issues.
In reality, urgent resettlement projects in mountainous areas following natural disasters are implemented under extremely difficult conditions. The terrain is mainly steep hills and mountains, requiring large-scale earthworks, and the weather is unpredictable. Furthermore, the implementation process faces numerous obstacles related to planning, land use, site clearance, material sources, and technical infrastructure. Some projects require adjustments and additions during implementation, thus affecting the progress.

Although localities have set targets for completion in 2025, many projects have yet to meet their planned targets. Many projects have only reached about 60-80% of the construction volume, mainly in land leveling, internal roads, and essential infrastructure. In light of this situation, on April 1, 2026, the Standing Committee of the Provincial Party Committee issued a document requesting the Party Committee of the Provincial People's Committee to lead and direct the Provincial People's Committee and relevant departments and agencies to urgently conduct a comprehensive review of all projects for relocating residents in disaster-prone areas; clarifying the progress, volume of work completed, disbursement rate, as well as the difficulties and obstacles of each project.
In addition, the Standing Committee of the Provincial Party Committee requested a focus on resolving difficulties related to planning, land, investment procedures, resource allocation, and implementation; accelerating construction progress and disbursement to ensure the completion of projects before the 2026 rainy season. Local authorities were also requested to proactively review areas at risk of landslides, develop plans to ensure the safety of residents, and organize temporary relocation of households in high-risk areas, preventing people from continuing to live in unsafe areas.
Currently, at the construction sites, contractors are continuing to mobilize machinery and personnel to complete the technical infrastructure items. Local authorities are strengthening coordination with the construction units to resolve specific issues, determined to complete the resettlement areas as soon as possible, helping people stabilize their lives and minimize the risk of damage during the rainy season and floods.
With the decisive involvement of all levels of government and efforts to resolve obstacles in the implementation process, localities are gradually accelerating the construction progress, soon completing resettlement areas so that people have safe and stable housing, and can confidently develop production after natural disasters.
