According to Government Resolution No. 268/NQ-CP on the implementation and operation of the two-tiered local government model, alongside the achievements, there are still limitations and difficulties that need to be addressed, namely: The restructuring of the organizational apparatus and personnel at the local level after mergers remains challenging. Generally, the current human resources at the grassroots level are both abundant and insufficient, and limited in terms of professional quality and technological skills; many positions do not meet the job requirements. Furthermore, a segment of the population, officials, and civil servants are still unfamiliar with the new operating methods.
Besides the human resource shortage, another major issue that needs to be addressed soon is the financial and budgetary mechanism. Currently, this mechanism has not kept pace with the new model, while the management area is wider. The allocation of budget expenditure tasks after restructuring still faces many obstacles, and some assigned tasks lack consistency among units.
These difficulties must be resolved quickly so that the system operates smoothly, efficiently, and effectively. This issue was raised by the Prime Minister a few days ago, and there has been an immediate positive response from the relevant agencies.
At the regular government meeting in August, held on September 6th, Minister of Home Affairs Pham Thi Thanh Tra stated that the Ministry of Home Affairs will report to the Politburo on salary and allowance adjustments this September. Accordingly, the proposal includes adjusting three groups of allowances related to the reorganization of administrative units and the operation of two-tiered local governments: leadership allowances, regional allowances, and special allowances. Regarding the adjustment of the base salary, the Minister said that a review of Resolution 27 on salary policy reform is needed to formulate a long-term strategy for salary reform. Another issue that the Ministry of Home Affairs will report to the Politburo is the review and improvement of job positions, as the current job position system has undergone many changes compared to the past.
Finance and human resources are two very important issues. Only when finances are managed appropriately and proportionally, and human resources are rationally assigned to specific job positions, can the capabilities of officials be maximized and their responsibilities enforced. The proposals and reports from the Ministry of Interior are an important basis for the Politburo, the Government, and relevant agencies to study and resolve these issues, ensuring stability and smooth operation of the commune-level government apparatus.
