According to the review, the total demand for leveling materials for key projects in the province in the coming period is over 14.7 million m³; of which the demand for leveling materials for projects belonging to economic sectors in the southern key economic zone of the province is currently about 10 million m³ and the demand for urban projects about to be implemented is 2.3-3 million m³. For example, some key projects currently underway such as: the road connecting the North-South expressway with National Highway 1 and the Ca Na general seaport, the current demand for leveling materials is about 245,000 m³. The Ca Na general seaport project currently under construction needs about 850,000 m³ of leveling materials and the Ca Na New Urban Area project needs 1.7 million m³ of leveling materials.
Several large-scale projects are about to be implemented and have high material demands, such as: the Ca Na Industrial Park infrastructure project requiring up to 8.3 million m3, and the Cap Pandaran Mui Dinh tourist area (expected to start construction in 2025), needing approximately 0.7 million m3. In addition, the Dinh Riverbank New Urban Area and the Northwest New Urban Area projects are both planned to start construction in 2025 with material demands exceeding 2.5 million m3. Therefore, the demand for leveling materials in the coming period is very high.

Meanwhile, the reserves of fill materials from licensed mines, those under licensing, and mines with reclaimed topsoil in Thuan Nam district are negligible. The remaining unlicensed planned area is 198.9 hectares with an estimated resource of approximately 11.565 million m3, but some areas within this zone are ineligible for licensing as they are located within the planned southern coastal tourism area. Therefore, the current planned and licensed fill material reserves are insufficient to meet the needs of these projects when construction begins in the future.
Comrade Vo Van Cong, Deputy Director of the Department of Natural Resources and Environment (TN&MT), said: To prepare for future needs, in addition to the licensed backfill materials, the Department of TN&MT is currently actively guiding licensed mineral mining enterprises in the province to complete the necessary procedures to qualify for mining, especially the procedures for obtaining licenses to mine accompanying minerals such as topsoil at construction stone quarries (which enterprises are currently implementing). Therefore, in the coming time, the Department of TN&MT and relevant departments and agencies will support the acceleration of the resolution of related procedures (supplementary investment, mining design, environmental impact assessment, supplementary mining license) to grant licenses for mining accompanying minerals such as topsoil at stone quarries in the province to meet the backfill material needs for projects. In addition, the Provincial People's Committee has approved the Ninh Chu fishing port dredging project, which involves a relatively large volume of dredging material that can be used for backfilling in projects requiring large amounts of backfilling materials within the province.
Following the direction of the Provincial People's Committee to review mineral resource planning areas and propose their inclusion in the 2024 mineral exploitation rights auction plan, the Department of Natural Resources and Environment has coordinated with relevant agencies and units to propose 11 areas for planned mineral exploitation rights auctions. According to the review results, 4 areas are basically eligible for inclusion in the auction plan, while the remaining 7 areas are not yet eligible due to overlaps and impacts on sectoral and local planning. Therefore, relevant sectors and localities are currently coordinating to resolve related issues to expedite the auction of mineral exploitation rights. This ensures that the areas granted investment approval after winning the auction do not overlap with the planning of sectors and localities currently under their management. Currently, the Department of Construction, together with the Department of Planning and Investment and other relevant departments and agencies, is conducting a thorough review to clarify the overlap between mineral resource planning and planning under the management of the sector and locality in the Ninh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050, for areas expected to be included in the plan for auctioning mineral exploitation rights in 2024; clarifying the scope, area of overlap, and impact of the areas expected to be auctioned with planning under the management of the sector and locality. Based on this, they will promptly address any obstacles and organize the auction and grant exploitation rights for the mines as soon as possible to meet the demand for materials for projects in the province.
