On the afternoon of November 9, at the regular Government Press Conference in October 2024, answering the press about the progress of resolving difficulties at the two projects of Bach Mai Hospital, Facility 2 and Viet Duc Hospital, Facility 2 in Ha Nam , Deputy Minister of Health Le Duc Luan said that these two projects have been under construction since 2015. Many difficulties have arisen during the construction and contract implementation process. In early 2021, the two projects were temporarily suspended and since then, the difficulties have not been resolved, and there is no mechanism to handle difficulties related to the projects.
Faced with that situation, in 2023, the Prime Minister decided to establish a working group, including the Ministry of Health and related ministries and branches such as the Ministry of Construction, the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Justice and the Government Office , to review the difficulties and obstacles of the project; propose solutions to remove and handle the project so that it can continue to be built, completed and serve the people.
In the past time, the Working Group of the Government and the Ministry of Health has repeatedly reviewed the project documents, comprehensively assessed related legal and technical issues, researched and identified basic difficulties and problems that need to be resolved, and on that basis proposed solutions.
“The Ministry of Health and the Working Group have sent many reports to the Government and reported at meetings. The Government Standing Committee and Government leaders have held meetings to listen to reports. We are currently finalizing plans to continue reporting and proposing to the Government and competent authorities solutions to remove difficulties for these two projects, to continue building and completing them,” said Deputy Minister Le Duc Luan.
According to Deputy Minister Luan, implementing the direction of the Government and the Government Standing Committee, the Ministry of Health is continuing to coordinate with ministries and branches to study feasible plans and soon submit them to competent authorities for permission to have a mechanism to resolve difficulties and problems so that these hospitals can continue to be built and put into operation.
To date, Bach Mai Hospital has completed over 90% of the work, and Viet Duc has completed over 60% of the workload. "Today, the contractor of the Viet Duc Hospital project is restarting the project construction," Deputy Minister Le Duc Luan informed.
For more information, Minister and Head of the Government Office Tran Van Son said that in the Government meeting this morning (November 9), the Prime Minister concluded and requested that these two hospital projects must be completed and put into operation within 6 months.
Previously, on November 6, Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 112/CD-TTg requesting ministries, branches and localities to focus on resolving backlog projects, stop construction, urgently deploy, complete and put into use to prevent waste and loss.
The dispatch clearly stated that recently, the Government and the Prime Minister have directed ministries, agencies and localities to resolutely implement solutions to completely handle backlogged and suspended projects. However, there are still many projects and works that have not been promptly resolved by levels, sectors and agencies, causing backlogged and prolonged construction such as: Can Tho City Oncology Hospital Construction Investment Project, Bach Mai Hospital and Viet Duc Hospital Facility 2 Project, Ho Chi Minh City Flood Control Project, Vicem Operation and Transaction Center... causing waste of resources and public outrage.
To focus on resolving the existing problems, promptly completing and putting into use projects, works with backlogs, long-term construction stops, headquarters, offices, etc., the Prime Minister requested that Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and cities quickly deploy works and projects, avoid loss and waste, especially backlog projects, construction stops, headquarters of ministries, agencies, state-owned commercial banks, investment projects in production and business at corporations, state-owned corporations, hospitals, student dormitories, etc.
At the same time, review and compile statistics on all projects, backlogs, construction works, headquarters, and offices that are not in use or are not being used effectively within the scope and area of management; urgently develop a plan to handle backlogs, construction works, and slow-progress projects and works; effectively use headquarters and office works, and report to the Prime Minister before November 30, 2024; clearly define the responsibilities of work content, progress, completion time, and implementing agencies and units to serve as a basis for urging, inspecting, monitoring, and evaluating.
For work contents under the authority, the Prime Minister requested to proactively have solutions to immediately and thoroughly handle problems and shortcomings, at the same time arrange and mobilize resources to quickly implement projects and works that are backlogged, have been suspended for a long time, are behind schedule, and put into operation and use to effectively promote project objectives.
For matters beyond their authority, Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and cities shall promptly review, clearly report on the content and regulations of the problems, propose solutions, the responsible agency shall resolve and the competent authority shall decide, report to the Prime Minister for consideration and direction of timely handling before November 30, 2024. Handle the responsibilities of individuals and organizations that cause projects and works to be delayed for a long time; resolutely replace or transfer to other jobs for officials and civil servants with weak capacity, who do not dare to do, avoid, push, work half-heartedly, are afraid of responsibility, are late and do not meet the requirements of assigned work in resolving related issues that cause projects and works to be delayed, prolonged, and waste resources.../.
