According to Political Commissar of Military Region 9, Ho Van Thai, the dialogue session aimed to further disseminate and implement the resolutions of the Military Region 9 Party Committee on the implementation of grassroots democracy regulations; it is a regular annual meeting between Military Region 9 and its units and localities. This was the largest meeting since the merger and reorganization of units under the City Military Command and newly established units in Can Tho City. The dialogue session helped the Military Region Party Committee understand the results of leadership and guidance in implementing grassroots democracy regulations, linked to the political tasks of the city's armed forces; and listen to the opinions of officers and soldiers regarding difficulties, obstacles, and personal feelings. Issues that had been raised but not yet satisfactorily resolved according to aspirations, especially difficulties, obstacles, and new problems arising after the merger and reorganization of local military agencies and the implementation of a two-tiered local government... Through this, the Military Region Party Committee promptly resolved and proposed solutions to obstacles, creating high consensus and unity within agencies, units, and the armed forces of the Military Region.
Here, officers and soldiers of the Can Tho City Military Command listened to a report on the results of implementing the Regulations on Democracy in 2025 from the Political Commissar of the City Military Command. The officers and soldiers also frankly presented the difficulties encountered after the merger of units and localities; difficulties in drafting defensive combat plans and operational documents at the commune level; and shared some obstacles regarding the selection and recruitment of citizens for military service, and the implementation of regimes and policies for permanent militia members in communes and wards after the merger…

According to Colonel Nguyen Van Cam, Deputy Political Commissar of the Can Tho City Military Command, in recent times, the leadership and guidance of Party committees and branches at all levels regarding the implementation of the Regulations on Democracy have been increasingly emphasized. Implementing the Regulations on Democracy at the grassroots level has fostered a spirit of unity and responsibility among all military personnel in voluntarily participating in building the unit, resolving difficulties and obstacles, and successfully completing tasks; contributing to building a clean and strong grassroots Party organization and a comprehensively strong, exemplary, and outstanding unit.
