“ Happy Dak Lak - Happy Dak Lak ” is a photo and video contest to introduce and promote the landscapes, unique cultural features and people of Dak Lak, organized by the Department of Culture, Sports and Tourism of Dak Lak. This is a mass contest for all officials, civil servants, employees, workers and people of all walks of life in Dak Lak province to participate.
In order for the Contest to be organized seriously, transparently, fairly and objectively, the Contest Organizing Committee promulgates the Contest Rules as follows:
I. PURPOSE AND REQUIREMENTS
1. Purpose
- Discover and honor meaningful moments and stories about all aspects of Dak Lak's political , economic, cultural and social life through photos and videos submitted by participating authors, in order to introduce and promote the image of Dak Lak to people across the country and abroad, a friendly and hospitable Dak Lak that is changing strongly.
- Mobilize the combined strength of all classes of people in the province to engage in communication work, promoting the image of the land and people of Dak Lak to people across the country and the world, in order to introduce Dak Lak as a peaceful, beautiful, and dynamically developing locality.
2. Requirements
- Entries must be legal and not infringe copyright. Authors submitting entries must be fully responsible for the copyright of their work.
- Contest entries must have high promotional value, meet the criteria of artistic quality, from content to form of expression, and not violate Vietnamese customs and laws.
- Encourage the application of modern information and communication technology to create good communication effects for the public.
3. Provision and use of personal information
When registering to participate in the contest, the author must provide complete and accurate personal information in the Account Management section, including: full name, email address, phone number, Citizen ID card number, residential address... The Organizing Committee has the right to collect and use this information for the purpose of contacting, verifying identity and serving the organization and communication work within the scope of the contest " Dak Lak Happiness - Happy Dak Lak 2025". All personal information of the contestants will be kept confidential by the Organizing Committee and will not be used for any purpose outside the scope of the Contest.
II. CONTESTANTS
- Are cadres, civil servants, public employees, workers and people of all walks of life in Dak Lak province, aged 15 and over (author or group of authors).
- Members of the Organizing Committee, Jury, and Secretariat are not allowed to participate in the contest.
III. CONTEST CATEGORIES
The contest consists of 02 categories.
- Photo category.
- Video category.
IV. CRITERIA OF COMPETITION WORKS
1. General criteria on content
- Introduce and promote the image of Dak Lak's culture, nature and people; arouse national pride and development aspirations among all classes of people to join hands in building an increasingly prosperous, prosperous and happy Dak Lak.
- Reflecting truthfully and vividly the development achievements in all aspects of political, economic, cultural and social life of the province, especially in the process of innovation, development and international integration.
- Convey valuable knowledge, attract strong public interest and have wide spread domestically and internationally.
- Not violating the Party's guidelines and policies, the State's laws and regulations of the Contest; in accordance with national customs, traditions and cultural traditions.
2. Criteria for photo categories
- Contest photos must be single photos or photo sets in digital format, with a capacity of 3Mb or more, and the photo file must be in JPG format. The shortest dimension must be at least 2,000 pixels.
- Each author can submit an unlimited number of entries (both single photos and photo series). The author's name can only be taken from the name on the Citizen Identification Card or Passport.
+ Single photo: each photo is a work of art.
+ Photo series: each photo series is considered a work, including a minimum of 05 photos and a maximum of 8 photos. The photo series has a presentation mockup and an introduction to the content of the photo series (maximum 150 words). The author must number the photo series in order.
+ In case the author submits both single and series photos, the single photo must not be the same as the photo in the series.
- Entries must be created using realistic methods. No photos that are cut, added, removed or distorted from reality are accepted (except for panorama photos).
- Photos must not have borders and information must not be displayed on the artwork.
- Photos of places, people, life, culture, etc. in Dak Lak province.
- Authors participating in the request must clearly state information about their place of residence and place of composition.
3. Criteria for video categories
- Contest videos must be in digital format, video files must be in mp4 format. Video image quality must be at least Full HD or higher. Each video must be no longer than 05 minutes. File size must not exceed 500MB.
- Each author can submit an unlimited number of entries. The name of the author and the representative of the author group will be taken from the name on the citizen identification card or passport.
- Contest videos include the following genres: reports, documentaries, short videos, skits... recorded with any device that supports video recording.
- The content and plot are clear, specific, and consistent with the message and theme of the Contest. The video is an original media product, copyrighted by the author, not copied from any source without permission for copyright of images, sounds, dialogues, etc.
- Characters appearing in the video must have the consent of the character or that character's guardian.
- Authors participating in the request must clearly state information about their place of residence and place of composition.
4. Time of creation, time of receiving works
- Time of creation:
+ Works created: From January 1, 2023 to October 30, 2025.
- Time for receiving works: From the date of promulgation of the regulations to October 30, 2025.
5. Copyright
- The author is responsible before the law for copyright of the submitted work.
- The Organizing Committee is not responsible for copyright disputes and related rights. The Organizing Committee will revoke the prize if it discovers any violation of copyright or related rights according to the provisions of law.
- If necessary, the Organizing Committee will request the author to submit the original file to verify the information.
- The Organizing Committee of the Contest is allowed to use the entries to promote the Contest and foreign propaganda without having to pay any costs.
- Works selected for display at the exhibition will be paid royalties according to the provisions of law.

- 01 First Prize: Cash prize and Certificate from the Organizing Committee.
- 02 Second Prizes: Cash prize and Certificate from the Organizing Committee.
- 03 Third Prizes: Cash prize and Certificate from the Organizing Committee.
- 05 Consolation Prizes: Cash prizes and Certificates from the Organizing Committee.
2. Video category
- 01 First Prize: Cash prize and Certificate from the Organizing Committee.
- 02 Second Prizes: Cash prize and Certificate from the Organizing Committee.
- 03 Third Prizes: Cash prize and Certificate from the Organizing Committee.
- 05 Consolation Prizes: Cash prizes and Certificates from the Organizing Committee.

3. For works participating in the exhibition
Certificate of participation in the exhibition from the Organizing Committee with royalties according to regulations.
VI. JUDGING REGULATIONS
Step 1: Preliminary Round
Based on the collection of works submitted by authors, the Jury will select works that meet the criteria of the Competition Rules.
Step 2: Final Round
The works entering the final round will be judged and selected by the Jury, the results will be submitted to the Organizing Committee for consideration and signing of the decision to recognize the exhibition display and awards.
VII. RESOLVING COMPLAINTS, ACCUSATIONS AND HANDLING VIOLATIONS
1. Individuals have the right to complain about the results of the Contest. Complaints must clearly state their full name, address, reason for the complaint and be sent to the Organizing Unit. The Organizing Unit is responsible for reviewing and responding to the complaint, reporting the results of the complaint to the Organizing Committee. Complaints without a clear name or address, or anonymous or impersonated will not be considered.
2. The Organizing Committee will revoke the award and notify the competent authorities to handle the following cases in accordance with the law:
- The participating works violate the Press Law, Publishing Law, Copyright Law, Intellectual Property Law, relevant State laws and the Rules of this Contest.
- Taking advantage of the awarded prize to commit illegal acts.
- The revocation of the award will be announced publicly in the media.
