The first sand mine was assigned by Dong Thap province to Tan Nam Construction Joint Stock Company, located in Tan My and Tan Khanh Trung communes, Lap Vo district, with an area of 32.05 hectares.
Two more sand mines in Dong Thap province, intended to supply the Can Tho - Ca Mau expressway, have temporarily suspended operations.
The second sand mine, also located in Tan Khanh Trung commune, Lap Vo district, covers an area of 36.77 hectares and was handed over by Dong Thap province under a special mechanism to Hoang Anh Construction and Trading Company Limited for direct exploitation.
These two sand mines have temporarily ceased operations for about a week. The contractor is actively carrying out remedial work so that they can resume mining as soon as possible to serve the construction of the Can Tho - Ca Mau expressway.
Nearly 5,000 cubic meters of sand per day are currently sitting idle.
Upon arriving at these two sand mines, a reporter from Giao Thong Newspaper observed four dredgers and several barges anchored but not in operation, as sand mining had been temporarily suspended for the past few days.
Mr. Nguyen Thang, Deputy Director of Tan Nam Construction Joint Stock Company, said that up to this point, the sand mine handed over by Dong Thap province under a special mechanism to the company for direct exploitation has yielded 362,000 cubic meters.
Each day, the company is permitted to extract approximately 2,500 cubic meters of sand. However, since May 22nd, the sand mine has been temporarily shut down, disrupting the extraction and transportation of sand to the Can Tho - Ca Mau expressway construction site.
"After a period of exploitation, the relevant units surveyed and discovered that the sand mine, directly constructed by the company, had an uneven riverbed with undulating topography, creating whirlpools. Therefore, sand mining was temporarily suspended," Mr. Thang added.
Meanwhile, at the sand mine directly operated by Hoang Anh Construction and Trading Company Limited, Mr. Vu Hong Son, the mine's manager, informed that this is the 7th of 7 sand mines handed over by Dong Thap province under a special mechanism to serve the Western-Central Expressway, with an extraction volume of 2,460 m3 of sand per day.
"To date, nearly four months after the start of operations, a section of the riverbank belonging to Tan Khanh Trung commune, Lap Vo district (Dong Thap province) has experienced riverbank erosion. Therefore, the relevant units have temporarily suspended sand mining operations to address the problem," said Mr. Son.
Take advantage of the opportunity to rectify the situation so that the sand mine can resume operations as soon as possible.
According to Mr. Son, since the incident occurred during the sand mining process, the company has proactively coordinated with specialized agencies of Dong Thap province and local authorities to come up with effective solutions to remedy the situation.
The contractor is actively working to rectify the situation according to the instructions of the relevant authorities so that the sand mine can resume operations as soon as possible.
At locations showing signs of landslides, the company proactively deployed specialized vehicles to reinforce the riverbank. The reinforcement work has been largely completed, and after sufficient time has passed, the road surface will be restored to its original condition.
"After completing the riverbank reinforcement, the company will submit a document with the remediation report to the provincial authorities for assessment and consideration so that the sand mine can resume operations soon to serve the construction of the Can Tho - Ca Mau expressway," Mr. Son said.
The Can Tho - Ca Mau expressway project is awaiting sand delivery to the construction site so that contractors can accelerate construction to catch up on the schedule. Therefore, Mr. Nguyen Thang, Deputy Director of Tan Nam Construction Joint Stock Company, said that the company is actively working to bring sand back to the construction site as soon as possible.
"At the sand mine operated by our company, there are uneven surfaces, so we will put sand back into the depressions to create balance. We are urgently carrying out this work and expect it to be completed this week, after which the sand mine will resume operations," Mr. Thang said.
Previously, the sand mine, covering an area of 20.04 hectares, with a total permitted reserve of 547,798 m3 of sand for leveling and an extraction capacity of 547,798 m3/year, directly operated by Construction Corporation No. 1 - JSC (CC1), was also temporarily suspended before the Lunar New Year and has not resumed operations to date.
The Can Tho - Ca Mau expressway project connects many provinces in the Mekong Delta. Phase 1 of the project has a total investment of over 27,200 billion VND, divided into two sub-projects: the Can Tho - Hau Giang section, 36.7km long, with an investment of over 9,700 billion VND, and the Hau Giang - Ca Mau section, 72.8km long, with an investment of nearly 17,500 billion VND. Construction started on January 1, 2023, and is expected to be completed in early 2026. The total sand requirement for the entire project is approximately 18.1 million m3, with 9.1 million m3 needed in 2023 and 9 million m3 in 2024.
