Thousands more apartments and townhouses in Ho Chi Minh City are about to receive ownership certificates.

The Golden Mansion project, H9BC apartment building in Binh Duong ward, Rach Lao residential area, 25D Nguyen Van Dau residential area, and A8-A9 Phu Xuan residential area have had their obstacles resolved to allow for the issuance of land ownership certificates.

Mr. Nguyen Toan Thang, Director of the Ho Chi Minh City Department of Agriculture and Environment - Head of Task Force 1645 - and other members recently held a meeting with investors to resolve obstacles in order to proceed with issuing certificates of ownership to homebuyers.

Accordingly, the residential and commercial complex project at 119 Pho Quang Street in Duc Nhuan Ward (commercial name: Golden Mansion) is invested by Nova Sagel Co., Ltd. (a subsidiary of Novaland Group).

The project includes 33 low-rise houses and one apartment building with 3 blocks. The apartment building is 22 stories high with 2 basement levels, comprising 693 apartments and 11 commercial units.

At the meeting, the relevant units were asked to clarify several issues such as the project's related financial obligations, the area of ​​the underground section permitted for construction, the handover of land within the Pho Quang road right-of-way, and the handover of the project's technical and social infrastructure.

After hearing the opinions of the meeting participants, Mr. Nguyen Toan Thang requested the investor to make a commitment to fulfill any financial obligations that may arise after the Ho Chi Minh City Land Valuation Council determines the financial obligations of the entire project.

Golden Mansion apartments are about to receive their ownership certificates.

Currently, the Land Economics Department of the Ho Chi Minh City Department of Agriculture and Environment is submitting a draft land price plan for the City's Specific Land Price Appraisal Council to consider in June 2026. For the time being, Mr. Thang has agreed to issue certificates to homebuyers, retaining the commercial portions of the project.

Also at the meeting, Task Force 1645 reviewed and resolved obstacles to issuing land use certificates for many other housing projects. Specifically, the H9BC apartment project in Binh Duong ward, with a land area of ​​714,127 m2, invested by Becamex Tokyu Co., Ltd., has more than 900 apartments.

The Lan Anh Housing Project in Binh Co Ward is invested by Lan Anh Real Estate Investment and Business Co., Ltd., with a scale of 26,586 m2 and 147 townhouses.

The Rach Lao Housing Project in Phu Dinh Ward is invested by Phu Nhuan Construction and Housing Business Co., Ltd. The project includes 52 townhouses and 1 apartment building. 11 of the 52 townhouses have been completed, while the apartment building is still under construction. The investor requests consideration for issuing certificates of ownership for the 11 completed houses in the project.

The 25D Nguyen Van Dau residential project in Binh Loi Trung ward is invested by Phu Nhuan Construction and Housing Business Co., Ltd. The project consists of 3 zones: A, B, and C. Zones A and B each have 35 townhouses, while zone C comprises 132 apartments.

The A8-A9 Phu Xuan residential area project in Nha Be commune is invested by Van Phat Hung JSC. The project comprises 881 houses, including 761 houses according to the approved plan and 120 houses that have been reclassified from apartment buildings to low-rise houses. The investor is requesting the issuance of ownership certificates to homebuyers for 11 out of the 120 houses already built in the project.

According to a report by Task Force 1645, Ho Chi Minh City currently has approximately 220 housing projects that cannot issue ownership certificates to residents due to legal issues, incomplete financial obligations, or existing construction violations that need to be addressed.

Ho Chi Minh City aims to resolve difficulties for 60 out of 220 outstanding projects, thereby issuing land ownership certificates to approximately 61,200 applications, equivalent to nearly 90% of eligible applications. This represents an increase of about 15% compared to last year. The city expects that addressing these long-standing projects will help homebuyers receive their certificates sooner, while also improving supply and boosting the real estate market.
