Compete to "weave the net" of social security

In the period of 2020-2025, with the joint efforts of the entire Social Insurance sector of Can Tho City, many localities have aroused and strongly promoted the emulation movement to develop health insurance (HI) and social insurance participants. Each health insurance card and social insurance book that people proactively participate in has contributed to "weaving" a social security net, towards the goal of universal insurance.

Propaganda work on health insurance and voluntary social insurance policies is carried out regularly and continuously.

In Hamlet 3A, Tan Hoa Commune, Can Tho City, there are 354 households with 1,461 people. For many years, this place has maintained 100% of its population participating in health insurance. This achievement is a clear demonstration of the effectiveness of propaganda work, as well as the spread of the emulation movement to develop insurance participants.

Ms. Le Thanh Ha, Party Cell Secretary, Head of Hamlet 3A, Tan Hoa Commune, shared: “Participating in health insurance is important for protecting people's health. Therefore, the hamlet always focuses on propaganda work so that everyone can participate. It is encouraging that up to now, people are highly aware of buying insurance for themselves and their family members. Thanks to that, from 2019 to 2024, the hamlet's health insurance participation rate has always been maintained at 100%".

This result was achieved thanks to the cadres and party members in the hamlet regularly visiting each household to mobilize and explain to the people so that they clearly understand their rights. From the way of doing things in hamlet 3A, the model of "Hamlet with 100% of people participating in health insurance" spread, helping Tan Hoa commune gradually expand its insurance coverage.

Every year, the commune has tens of thousands of people participating in health insurance. In particular, in the period of 2020-2025, this number increases every year. If in 2020 there were 30,690 people, then in 2024 there were 33,906 people and from the beginning of 2025 until now, there have been more than 32,500 people participating. These numbers affirm the determination and persistent efforts of the entire political system of Tan Hoa commune in taking care of people's health.

If health insurance is considered a “green card” to protect health, voluntary social insurance is an “accumulation” for a comfortable old age. In many places, this policy has been welcomed by people and they voluntarily participate.

The family of Ms. Nguyen Thi Giup in Hamlet 7, Vi Tan Ward, Can Tho City used to be poor. Despite the difficulties, every day she still saves 10,000 VND to pay for voluntary social insurance every month. Not only taking care of herself, she also mobilizes her neighbors to participate. "Listening to the propaganda of local officials, I find the voluntary social insurance policy very practical. When paying for the required number of years, you will receive a pension, have a health insurance card, and when you are sick, the fund will pay for you, helping to reduce the financial burden" - Ms. Giup shared.

Spreading towards universal insurance

The examples in Hamlet 3A or Ms. Giup are just a small slice of the overall picture. The achievements of the emulation movement to develop social insurance and health insurance participants in recent years are the joint efforts of the entire political system, the close coordination of associations and unions, and the persistent efforts of grassroots cadres.

Ms. Do Thi Ngoc Truc, Vice Chairman of the People's Committee of Phung Hiep Commune, said that the locality has promoted propaganda and mobilization in many forms; replicated good models to create changes in people's awareness and consciousness. Associations and unions have also promoted their role in mobilizing people to participate in voluntary social insurance and family health insurance.

In fact, in the 2020-2025 period, although people's lives still faced many difficulties and were heavily affected by the COVID-19 pandemic and fluctuations in the labor market, the emulation movement to develop social insurance and health insurance participants still spread, was well-organized and brought about outstanding results.

According to Can Tho City Social Insurance, by the end of 2024, the whole city had 398,097 people participating in social insurance, an increase of 102,929 people, equivalent to 34.9% compared to 2020. Of which, 94,348 people participated in voluntary social insurance, an increase of 52,611 people (2.3 times higher than the number of participants in 2020); 284,534 people participated in unemployment insurance, an increase of 51,656 people compared to 2020. In particular, the number of people participating in health insurance was 3,094,128 people, reaching a coverage rate of 96.89% of the population, an increase of 63,623 people compared to 2020, exceeding the health insurance coverage target for the period 2022-2025 according to Decision No. 546/QD-TTg assigned by the Prime Minister .

These specific figures demonstrate the efforts of the staff and civil servants of the Social Insurance and the close connection with local Party committees, authorities and organizations. In the coming time, Can Tho City will continue to effectively implement the emulation movement to develop participants and expand the coverage of social insurance and health insurance. In particular, communication will be innovated in both content and methods to be practical, effective, focused and key; at the same time, promoting the role of local Party organizations, authorities and organizations.

With determination and synchronous solutions, Can Tho is gradually realizing the goal of universal insurance, contributing to building a civilized and developed society, so that all people are guaranteed life and health care rights.
