DAT devices help improve the quality of driver training.

Distance and Time Monitoring (DAT) devices help learners receive sufficient driving time and mileage on the road, thereby improving their driving skills and contributing to traffic safety.

Having just completed his driving course and preparing for the driving test to obtain a B2 driver's license, Mr. Nguyen Trung Hieu (Dong Da, Hanoi ) said he is very satisfied with the DAT software because this modern technology helps him practice driving for the required amount of time and kilometers on the road, thereby improving his driving experience and giving him confidence in handling situations when participating in traffic on the road.

Circular 04/2022 of the Ministry of Transport stipulates that the average number of trainees per B2 driving training vehicle is 5, the total number of practical driving hours per B2 training vehicle is 420 hours, and the corresponding figure for each trainee is 84 hours. Therefore, during the course, each trainee must complete 84 hours of practical driving training and cover 1,100 km of driving practice.

The installation of DAT devices is a mandatory requirement under QCVN 105:2020/BGTVT, issued with Circular 37/2020 of the Ministry of Transport. The deployment of DAT devices not only facilitates easier management and supervision by authorities but also effectively combats fraud during driving practice.

Each student participating in road driving practice is issued a card with a code that can be swiped at the vehicle's contactless reader and displayed on a tablet interface to verify their personal information. Simultaneously, a camera automatically takes photos every 5 minutes while the student is driving on the road.

The DAT system automatically updates and transmits images and data accurately and promptly to the Vietnam Road Administration and the Department of Transport for close management and monitoring of the time and distance covered by trainees in each category; ensuring the correct number of kilometers and driving time are met is essential to qualify for the driving license examination.

Mr. Luong Duy Thong, Head of the Vehicle and Driver Management Department of the Vietnam Road Administration, said that the quality of driver training and testing has improved; however, some training facilities have reached an agreement with students to reduce the time and number of kilometers spent on road driving practice.

Because learners are not yet aware of the importance of safety in learning, many want a driver's license even without proper training. In reality, many learners have not completed the required 84 hours or 1,100 km of training. Given the current conditions in Vietnam, it is still necessary to tighten regulations and improve the quality of training.

Previously, information about the time and distance driven on the road by trainees was reported by the training facility, and the Departments inspected these reports and made decisions on whether to allow them to take the driving test. Circular 04/2022, amending Circular 12/2017 of the Ministry of Transport, stipulates that from June 15th, driving schools must transmit data monitoring the time and kilometers driven by students during driving lessons to the Vietnam Road Administration. Provincial Departments of Transport will then use this data to approve the list of students eligible to participate in driving tests. Students who have not completed the required time and mileage will not be allowed to take the driving test for a driver's license.

Improve the quality of training.

The director of a driving training and testing center in Hai Duong said that the unit has seriously implemented regulations, ensuring that students complete the minimum required time and distance for practical driving tests. At the same time, they closely monitor each training session, strictly prohibiting all cases of cheating during the driving test. The center has included in its regulations that students who do not complete the required time and distance for practical driving on the road will not be allowed to take the graduation exam.

"The use of DAT devices for monitoring driving on the road is very practical. Practicing driving on the road for the required time and distance helps students master driving skills and confidently handle situations that occur on the road. In addition, DAT devices also help driving schools control the teaching process to suit the training plan and manage the use of vehicles," said the head of this center.

According to Mr. Luong Duy Thong, after more than a year of applying DAT equipment, the results have been clearly evident. The increased application of technology helps to monitor the training process more closely, with particular attention paid to monitoring traffic law learning and using technology to monitor drivers' practical training time. This ensures that the time spent on practical driving training on the road is monitored, covering approximately 40 hours and 84 hours or over 1,000 km as stipulated. These will be fundamental aspects to improving the quality of training.

Since 2022, the Vietnam Road Administration has implemented numerous technological solutions to strictly manage and improve the quality of driver training and testing, such as: firstly, monitoring the time and distance covered by trainees; secondly, conducting driving tests using software that simulates traffic situations; and thirdly, installing driving simulator cabins at training facilities. The ultimate goal is to improve the quality of driver training and testing.
