Pork is not subject to price stabilization.

The government has unanimously decided not to include pork in the list of goods and services subject to price stabilization in the draft Law on Prices (amended).

In a report submitted to the National Assembly Standing Committee on June 17, after considering the opinions of many National Assembly deputies and public opinion, the Government agreed not to include pork in the list of goods and services subject to price stabilization in the draft Law on Prices (amended).

During discussions in the National Assembly on May 23rd and June 1st, many National Assembly deputies argued that including pork and milk for the elderly in the list of state-stabilized goods was inappropriate. Instead, the list of price-stabilized goods should be open, not fixed in the law, and the Ministry of Finance should decide which items will be subject to price stabilization.

Representative Nguyen Kim Anh (from Bac Ninh province) argued that pork is not essential because people's consumption habits are now more diverse, shifting towards consuming more seafood, poultry eggs, and beef.

"Meanwhile, it is very difficult to calculate the cost of pig farming because our current farming is small-scale, with millions of households engaged in it, low productivity, and disease outbreaks still posing a challenge," said delegate Nguyen Kim Anh.

Regarding supply and market conditions, Representative Nguyen Kim Anh argued that since 80% of pork is currently sold in traditional markets, calculating production costs, providing price support below cost, and intervening in pricing is very difficult. Furthermore, including it in the price stabilization program would require significant funding, while the budget is currently strained.

National Assembly representatives proposed that the Government effectively and fundamentally regulate the food market in general, and pork in particular. The Government needs resources to support businesses in building cold storage facilities to freeze livestock and poultry meat in order to regulate prices. When meat prices fall to low levels, the government should release existing stockpiles to stabilize prices. Policies are needed to support farmers in restocking their herds, stabilize the market, ensure the rights of both farmers and consumers, and aim towards exports.

Earlier, Le Quang Manh, Member of the Standing Committee of the National Assembly and Chairman of the Finance and Budget Committee, presented a report on the acceptance of explanations and revisions to the draft Law on Prices (amended).

In the report on receiving, explaining, and revising the draft Law, the Chairman of the National Assembly's Finance and Budget Committee, Le Quang Manh, stated that, in response to the opinions of the delegates, the National Assembly Standing Committee had directed thorough research into the opinions of each relevant ministry and sector; careful review; and specific assessment of each item in the list of goods and services subject to price stabilization.

Regarding food items, Mr. Mạnh stated that there have been suggestions to add glutinous rice, various types of meat, eggs, vegetables, cooking oil, instant noodles, and cooking spices to the list. Based on an assessment of their essential nature and supply and demand, the Standing Committee of the National Assembly recognizes that these items have a very high market potential and are linked to the autonomy of businesses trading in these goods.

"Pork, in particular, is a commodity with high consumer demand, a basic essential for the people, and any incidents related to disease outbreaks or supply disruptions would significantly impact people's lives. Therefore, in response to the opinions of National Assembly representatives, pork has been added to the list," Mr. Mạnh stated.

Thus, after removing pork and milk for the elderly, the list of goods and services subject to price stabilization in the draft Law on Prices (amended) includes:

1. Refined gasoline and diesel fuel.

2. Liquefied petroleum gas.

3. Milk for children under 6 years old.

4. Plain rice, unpolished rice.

5. Nitrogen fertilizers; DAP fertilizer; NPK fertilizer.

6. Animal feed, aquatic feed.

7. Vaccines for livestock and poultry.

8. Pesticides.

9. Medicines for preventing and treating diseases in humans that are on the list of essential medicines used at medical examination and treatment facilities.
