Unifying mechanisms and breakthrough policies for the development of Vietnamese culture.

The Government issued Resolution No. 90/NQ-CP on the draft Resolution of the National Assembly on some breakthrough mechanisms and policies for the development of Vietnamese culture.

Specifically, the Government basically agrees with the draft Resolution of the National Assembly on some breakthrough mechanisms and policies for the development of Vietnamese culture submitted by the Ministry of Culture, Sports and Tourism in documents: No. 126/TTr-BVHTTDL dated April 3, 2026 and No. 152/BC-BVHTTDL dated April 4, 2026.

The Government assigns the Minister of Culture, Sports and Tourism to preside over and coordinate with relevant ministries and agencies to research, incorporate, and fully explain the opinions of Government members in order to finalize the draft Resolution of the National Assembly on some breakthrough mechanisms and policies for the development of Vietnamese culture, and to be fully responsible for the reported data, proposals, and the content of the incorporated opinions and explanations as prescribed.

Based on that, the Minister of Culture, Sports and Tourism is authorized by the Prime Minister to sign, on behalf of the Government, the Government's submission on the finalized draft Resolution to the National Assembly and the Standing Committee of the National Assembly, ensuring quality and timeliness as prescribed.

At the same time, closely coordinate with agencies of the National Assembly; proactively report and explain during the review process, incorporating the opinions of the Standing Committee of the National Assembly and the National Assembly on the draft Resolution in accordance with regulations, and be responsible for the content of the incorporated explanations and reports.

It is necessary to issue a Resolution of the National Assembly on some breakthrough mechanisms and policies for the development of Vietnamese culture.

According to the Ministry of Culture, Sports and Tourism, the practical experience of building and developing Vietnamese culture and people in recent years shows that the legal system regarding culture still reveals limitations and inadequacies, and has not fully met the requirements of development in the new context.

The understanding of the position and role of culture in the sustainable development of the country is not yet truly comprehensive and profound, leading to slow and inconsistent institutionalization of the Party's viewpoints and guidelines into State policies and laws, and failing to create the necessary breakthroughs.

Many legal regulations have not kept pace with the practical development of socio-cultural life, and have not yet formed a sufficiently strong legal framework to build and develop an advanced Vietnamese culture rich in national identity.

Furthermore, laws regarding investment and finance for culture are fragmented, with low investment levels, primarily relying on the state budget, while mechanisms and policies to encourage social participation, develop non-state resources, and attract and incentivize investment in culture are still incomplete.

The legal system regarding the development of cultural human resources, the preservation and promotion of cultural heritage values, as well as the cultural and entertainment industries, lacks comprehensiveness and has not created the impetus to promote the development of the cultural sector in proportion to its potential.

In this context, the issuance of a National Assembly Resolution on breakthrough mechanisms and policies for the development of Vietnamese culture, in order to promptly institutionalize the Party's guidelines according to Resolution No. 80-NQ/TW, is extremely necessary. The Resolution not only removes bottlenecks and overcomes the limitations and inadequacies of the current legal system, but also introduces several breakthrough mechanisms and policies for the development of Vietnamese culture.
