The Thuy Van Street renovation project was started by the People's Committee of Vung Tau City ( Ba Ria - Vung Tau ) on October 28. This is the largest public investment project to develop tourism in Ba Ria - Vung Tau province to date, with a total capital of more than 1,000 billion VND.
Mr. Hoang Vu Thanh, Chairman of Vung Tau City People's Committee, said that the entire land area of the project, more than 19 hectares in Bai Sau, was completed in 6 months.

To implement this project, on August 13, 2021, the People's Committee of Ba Ria - Vung Tau province issued a decision to reclaim more than 28 hectares of land in Bai Sau of Ba Ria - Vung Tau Investment and Construction Company, which was leased by the Prime Minister in 1996 to build Thuy Van beach.
In this land, there are 9 enterprises that have been issued compensation decisions for architectural structures and crops by the Provincial People's Committee with the amount of hundreds of billions of VND. There are 7 enterprises that have handed over the land to Vung Tau City to carry out the project of upgrading Thuy Van road axis later. Only Vung Tau International Tourism Joint Stock Company and Hai Duong International Tourism Joint Stock Company have not handed over the land despite receiving compensation.

On July 25, the Chairman of the People's Committee of Vung Tau City issued decisions to enforce land recovery (total area of nearly 4 hectares) and forced Vung Tau International Tourism Joint Stock Company and Hai Duong International Tourism Joint Stock Company to dismantle and relocate assets and structures on the land.
Because the two enterprises did not voluntarily dismantle and relocate assets and structures on the land and hand over the clean site, on September 9, the People's Committee of Vung Tau City issued a decision to enforce land recovery and enforce the demolition and relocation of assets on the land of the two enterprises. The enforcement date is September 25.
However, Vung Tau City had to temporarily suspend the enforcement decision because the People's Committee of Ba Ria - Vung Tau province sent an official dispatch assigning the Provincial Inspectorate to preside over and resolve the complaints of the two enterprises at the request of the Government Inspectorate. The Inspectorate of Ba Ria - Vung Tau province is consulting and resolving the complaints and recommendations of the two enterprises.
Unified enforcement on 6.11
On the afternoon of November 1, Mr. Tran Dinh Khoa, Secretary of the Vung Tau City Party Committee, chaired a meeting to listen to the City People's Committee report on the enforcement of forced dismantling and relocation of assets of the above two enterprises.

At the meeting, Mr. Vu Hong Thuan, Vice Chairman of Vung Tau City People's Committee, affirmed that 2 enterprises have been using nearly 4 hectares of land in Bai Sau for many years but do not have legal documents on land use rights.
These two enterprises have not yet handed over the premises because they are appealing against the decisions of the People's Committee of Vung Tau City on forced land acquisition, forced demolition, and relocation of assets. In addition, the two enterprises also requested the competent authorities to issue a decision to reclaim land from their enterprises. The complaints and recommendations of the two enterprises have been resolved by the competent authorities and confirmed that there is no basis to request the People's Committee of Ba Ria - Vung Tau province to issue a decision to reclaim land.
"The People's Committee of Vung Tau City recommends that the People's Committee of Ba Ria - Vung Tau Province promptly issue a document to resolve the petitions and complaints against the two enterprises so that the city can complete the site clearance work to serve the construction of the Thuy Van road renovation project," Mr. Vu Hong Thuan reported at the meeting.
According to Mr. Thuan, the fact that the two enterprises have not yet handed over the site requires forced demolition and relocation of assets. "The forced land recovery at this time is necessary and urgent, because otherwise it will seriously affect the progress of project implementation according to the direction of the Provincial People's Committee," Mr. Thuan emphasized.
Concluding the meeting, Secretary of Vung Tau City Party Committee Tran Dinh Khoa agreed in principle to let the City People's Committee enforce land recovery and force the two enterprises to dismantle and relocate their assets according to the city's decision signed on July 25. The enforcement time will start from 8:00 a.m. on November 6.
On October 28, the Department of Natural Resources and Environment of Ba Ria - Vung Tau province sent a document to the People's Committee of this province, affirming that during the complaint period, the complainant is obliged to comply with the administrative decision and administrative act that he/she is complaining about. Therefore, Vung Tau International Tourism Joint Stock Company and Hai Duong International Tourism Joint Stock Company must comply with the land reclamation decision of the People's Committee of Ba Ria - Vung Tau province. In case of non-compliance, the land reclamation decision will be enforced according to the provisions of the law on land.
