Suggestions to boost growth in the last six months of 2024

At the beginning of the afternoon session, the Director of the Department of Finance, Le Thi Thanh, explained matters related to the implementation of financial and budgetary tasks. Besides the achievements, the unit also pointed out difficulties, namely the small scale of revenue sources; although some relatively good results have been achieved, the revenue sources are fragmented and have not seen significant growth.

At the same time, it is proposed that relevant agencies coordinate to resolve difficulties in determining the starting price for auctioning land use rights, ensuring revenue.

The Department of Finance also proposed solutions to effectively manage and utilize public assets, liquidate and auction off assets of merged units to supplement capital for development investment, and avoid prolonged waste of public assets.

Director of the Department of Industry and Trade Nguyen Truong Khoa outlined solutions to promote growth in the industry and trade sector, especially in the industrial and construction sectors. Head of the Provincial Economic Zone Management Board Pham Ngoc Minh added solutions to boost industrial growth in the coming period, particularly when key projects such as My Thuy Seaport and VSHIP Industrial Park become operational. Director of the Department of Education and Training Le Thi Huong clarified solutions to improve the effectiveness of resolutions related to ethnic minority education.

Regarding the reports and explanations from departments and agencies on solutions contributing to the growth of sectors and fields in the remaining months of the year, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, suggested that fundamental and decisive solutions are needed to ensure a balanced budget; cut unnecessary expenditures to allocate resources for development investment, especially in the context of anticipated difficulties and challenges impacting socio-economic development and the management and operation of state budget revenue and expenditure in the province.

To strive for the highest achievement and fulfill the targets and tasks of state budget revenue collection in 2024, all levels and sectors need to focus on leadership and direction, and at the same time decisively and effectively implement the tasks and solutions for socio-economic development and state budget estimates according to the Resolutions of the National Assembly , the Government, the Provincial Party Committee, the Provincial People's Council, and the programs and plans of the Provincial People's Committee; with key tasks and solutions.

Review and compile specific and realistic statistics on the needs for residential land, production land, and clean water of people in mountainous districts before proposing the reallocation of funds; while awaiting the adjustment of the resolution, focus resources and integrate programs and projects to implement them most effectively, ensuring the well-being of the people in ethnic minority areas.

In the field of industry and trade, it is necessary to evaluate and review the criteria, indicators, and mechanisms of trade operations; propose the development of planning for the industry's sectors within the overall provincial planning; strengthen state management in the field of industry and trade; review and overcome obstacles and bottlenecks to make the industry and trade sector a key economic sector of the province in the future.

On behalf of the Provincial People's Committee, Chairman Vo Van Hung seriously considered the opinions and contributions of the Standing Committee of the Provincial People's Council and the delegates of the Provincial People's Council to promptly direct the supplementation and refinement of solutions that are of high quality, effective, feasible, and appropriate. In particular, he emphasized the importance of correctly identifying key tasks and priorities to focus on, directing, and managing effectively and efficiently, with the ultimate goal of achieving the objectives and tasks set out in the 2024 plan, creating a foundation for the successful implementation of the Resolution of the 17th Provincial Party Congress.

Regarding the tasks and solutions for socio-economic development and ensuring national defense and security in the last six months of 2024, Chairman of the Provincial People's Committee Vo Van Hung said that after this meeting, the Provincial People's Committee requires leaders of departments, sectors, and localities to uphold a high sense of responsibility, closely adhere to the assigned goals and tasks to focus on resolving and effectively addressing difficulties and obstacles, and removing "bottlenecks" in the fields and areas under their management.

Continue to thoroughly understand and promptly, synchronously, and effectively implement the resolutions of the Government, the directives of the Prime Minister, and the guidance of central ministries and agencies, as well as the action programs and directives of the Provincial Party Committee and the Provincial People's Committee regarding the socio-economic development plan targets for 2024.

It is suggested that all levels and sectors should focus on researching and proposing new approaches and methods to achieve the set goals. Leadership and guidance should be concentrated to accelerate the progress of key transportation projects such as: the construction of the My Thuy Port area, the implementation of the Quang Tri Airport project, the coastal road connecting the East-West Economic Corridor, the eastern bypass of Dong Ha City, the road connecting the eastern and western branches of the Ho Chi Minh Highway, and infrastructure projects with a ripple effect such as the Quang Tri Industrial Park.

Coordinate and support investors in completing investment preparation procedures and promptly organize the implementation of the coal conveyor belt project from Laos through the La Lay International Border Gate to My Thuy seaport. Work with the Government and central ministries and agencies on the policies, procedures, and funding for the Cam Lo - Lao Bao expressway project, National Highway 15D from My Thuy port to the La Lay International Border Gate, the Lao Bao - Densavanh cross-border economic and trade zone project, and projects to restore special national historical relics.

Develop and implement the Quang Tri Provincial Planning Plan for the period 2021-2030 with a vision to 2050. Continue reviewing and refining all types of planning for the period 2021-2030, with a vision to 2050, in conjunction with the national master plan for the period 2021-2030 with a vision to 2050, in accordance with the law; continue approving district-level regional plans for localities within the province. Accelerate the progress of preparing the revised master plan for the Southeast Quang Tri Economic Zone.

To achieve a GRDP growth rate of over 7%, the Chairman of the Provincial People's Committee requested that departments and agencies focus on analyzing component indicators, and based on that, advise the Provincial People's Committee on solutions to exploit potential and promote growth in each sector and economic area.

Continue to vigorously implement administrative reforms, improve the investment and business environment, enhance competitiveness, and develop enterprises. Improve the quality and effectiveness of coordination among departments, agencies, and localities, ensuring clear responsibilities and accountability; overcome the tendency to shirk or avoid responsibility.

Continue to implement synchronized solutions for the development of the cultural and social sectors, ensuring social security, doing a good job in religious and ethnic affairs; and improving the quality of life for the people.

Ensure that resolutions yield practical results.

After two days of serious, democratic, and highly responsible work before the voters and people of the province, the 26th session of the 8th Provincial People's Council focused on reviewing more than 50 reports, projects, proposals, and draft resolutions from the Standing Committee of the Provincial People's Council, the Provincial People's Committee, the Committees of the Provincial People's Council, and judicial agencies. The Provincial People's Council unanimously voted to approve 28 resolutions.

In his closing remarks at the session, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, emphasized several key points related to the Resolution on socio-economic development tasks for the last six months of 2024 (Quang Tri Online newspaper published the full text of the closing remarks). These included the need to effectively implement the Quang Tri Provincial Planning for the period 2021-2030, with a vision to 2050. He also stressed the importance of reviewing the conformity of projects with the Provincial Planning and relevant national, regional, and technical/specialized plans when considering approval or investment policy decisions.

Focus on developing industries towards modernization and high technology. Review industrial production investment projects inside and outside industrial parks and clusters to provide timely support and resolve difficulties and obstacles. Resolutely address and reclaim land from projects that have been delayed for a long time or are unlikely to be completed, creating favorable conditions for attracting effective investment projects.

Strengthen international trade promotion activities to support the consumption of exportable products. Mobilize and effectively utilize resources to invest in infrastructure development, especially projects and works with spillover effects and regional connectivity.

Accelerate the disbursement of public investment capital to activate and lead private investment, and promote public-private partnerships. Focus on supporting and resolving difficulties for businesses, minimizing the number of businesses dissolving or ceasing operations. Effectively implement budget revenue collection, develop and nurture revenue sources, and strive to exceed the 2024 budget revenue target.

Develop all aspects of socio-cultural life in a coordinated manner, improve the quality of education and vocational training, create jobs for workers, and provide healthcare for the people. Implement social security policies effectively, improving the material and spiritual lives of the people. Promote innovation, application, and strong development of science and technology. Pay attention to ensuring housing, production land, employment, and living standards for ethnic minorities and people in mountainous areas.

Continue to innovate the methods of leadership, management, and problem-solving of government at all levels, focusing on key areas, being creative, decisive, clearly defining responsibilities, tasks, timelines, and expected results.

Strengthen the urging, inspection, and supervision of task implementation, and strictly handle collectives and individuals who lack responsibility, causing stagnation in sectors, localities, and units, as well as acts of corruption, waste, and negativity. Promote administrative reform and digital transformation; build a digital government and a digital society. Effectively carry out foreign affairs, strengthen national defense, and maintain political security and social order.

Regarding the decision-making on important local issues, the Provincial People's Council considered and passed resolutions on: Adjusting the public investment plan; approving investment policies and adjusting investment policies for projects; the list of projects requiring land acquisition, projects using rice land and forest land for other purposes; approving the policy of converting forest land use for project implementation; stipulating the level of support for teachers, children, and independent, private, and non-governmental preschools; stipulating the content and expenditure levels for implementing the "Building a Learning Society Project giai đoạn 2021-2030"; stipulating the level of collection, collection mechanism, and management of tuition fees for public educational institutions from the 2024-2025 school year; stipulating the level of support for forces fighting against drug trafficking; stipulating the expenditure tasks and support levels for district and commune-level administrative units undergoing restructuring; Amend and supplement certain regulations on principles, criteria, and allocation norms for capital implementation of the National Target Program for Sustainable Poverty Reduction....

Immediately after the session, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, requested the Provincial People's Committee, all levels, sectors, localities, and units, according to their assigned functions, tasks, and powers, to proactively organize and implement the resolutions of the Provincial People's Council, ensuring that they bring practical results and are consistent with reality.

We propose that the Provincial People's Committee direct relevant agencies to promptly address the opinions and recommendations of voters; and require members of the Provincial People's Committee who were questioned at the session to fully fulfill their commitments made during the question-and-answer session. The Provincial Committee of the Vietnam Fatherland Front, its member organizations, and all sectors and levels should strengthen propaganda efforts to unify understanding, enhance the responsibility of the political system, and create consensus among the people to overcome difficulties and implement comprehensive solutions to promote socio-economic development.
