Through resolutions on public investment planning

(Baoquangngai.vn) - This was one of the contents unanimously approved by the Quang Ngai City People's Council at its 19th session (regular mid-year session of 2024), 12th term, 2021-2026, on the afternoon of July 30th.

At the meeting, based on the review and discussion of reports, submissions, and draft resolutions of the City People's Committee and the Standing Committee of the City People's Council, the City People's Council adopted resolutions related to the public investment plan, including: Resolution on the projected public investment plan for 2025 from the city budget; and adjustments to the public investment plan for 2024.

The meeting also unanimously adopted several resolutions adjusting the list, allocation of capital, and investment scale of projects in the area, including: a resolution adjusting the investment policy for the Chu Van An Primary and Secondary School project; and adjusting the list and capital allocation for each medium-term public investment project for the period 2021-2025 implementing the National Target Program for building new rural areas in the city.

The delegates voted to approve the resolutions.

Resolutions adjusting the 2022 state budget settlement; repealing Resolutions No. 25/2011/NQ-HĐND dated December 29, 2011 and No. 02/2021/NQ-HĐND dated December 14, 2021 of the City People's Council; the operational regulations of the Quang Ngai City People's Council, 12th term, 2021-2026; the Quang Ngai City People's Council's monitoring program for 2025; and the investment policy for the construction of the Thach Bich Green Park project.

Specifically, the Resolution adjusts the list and allocated capital for each medium-term public investment project for the period 2021-2025 implementing the National Target Program for New Rural Development in the city, reducing the investment list and total investment amount by approximately 99.2 billion VND compared to Resolution No. 07/NQ-HĐND, dated June 22, 2023, of the Quang Ngai City People's Council. Specifically, it reduces 109 projects (total investment of approximately 94.6 billion VND) and reduces the total investment of 10 projects (total investment of approximately 4.6 billion VND).

The downward adjustment was made based on Decision No. 319/QD-UBND dated April 17, 2024, of the Provincial People's Committee on adjusting the medium-term public investment plan for the period 2021-2025 to implement the National Target Program for building new rural areas and some other programs and projects, and based on the results and situation of investment plan implementation in 2022-2024 in the city.

The Resolution on Adjusting the Investment Policy for the Construction Project of Chu Van An Primary and Secondary School adjusts the project's investment scale from 45 classrooms to 41 classrooms. The reason for reducing the number of classrooms and students from 1,675 to 1,515 is to ensure the school meets the minimum average area (more than 8m2/student as stipulated in Circular No. 13/2020/TT-BGDĐT dated May 26, 2020, of the Ministry of Education and Training).

Chairman of the People's Committee of Quang Ngai City, Tra Thanh Danh, expressed his opinion at the meeting.

The meeting also adopted a Resolution on the investment policy for the Thach Bich Green Park project (Quang Ngai City). Accordingly, the investment policy for the project, covering an area of ​​approximately 8.1 hectares in Le Hong Phong ward (Quang Ngai City), was approved, with a total investment of approximately 900 billion VND (to be finalized during the project planning and approval process). The project's funding will come from the provincial budget.

Tran Phuoc Hai, Standing Deputy Secretary of the City Party Committee and Chairman of the City People's Council of Quang Ngai, delivered the concluding remarks at the meeting.

Concluding the session, Tran Phuoc Hai, Standing Deputy Secretary of the City Party Committee and Chairman of the Quang Ngai City People's Council, stated that after a day of diligent and serious work, with a spirit of unity, democracy, and responsibility, the session had completed all the planned agenda items.

"The session unanimously adopted a total of 12 resolutions. These are very important resolutions, directly related to people's lives and the development of the city. Therefore, the City People's Council requests the City People's Committee to promptly concretize and seriously organize their implementation so that after being issued, the content of these resolutions will quickly come into life, contributing to the successful implementation of political tasks in 2024," emphasized Tran Phuoc Hai, Standing Deputy Secretary of the City Party Committee and Chairman of the Quang Ngai City People's Council.
