At the Cao Bang location, the central delegation included: Nguyen Thanh Nghi, Member of the Central Committee of the Party, Head of the Central Policy and Strategy Committee; Lieutenant General Do Quang Thanh, former Deputy Chairman of the National Assembly's Committee on National Defense and Security; and Bui Quang Thai, Director of the Vietnam Road Department, Ministry of Construction .
Representing the provincial leadership were: Phan Thăng An, Secretary of the Provincial Party Committee; Lê Hải Hòa, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; former provincial leaders from various periods; members of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Committee, and leaders of several departments, agencies, and localities in the province. The Dong Dang - Tra Linh expressway construction project has a total length of 121 km, divided into two phases with a total investment of nearly 23,000 billion VND. The starting point is at the Tan Thanh border gate intersection (Lang Son province), and the end point is at the intersection leading to the Tra Linh Border Gate Economic Zone (Cao Bang province).
Phase 1 of the project commenced on January 1, 2024, with a length of 93.35 km and a total investment of VND 14,300 billion. It includes two tunnels through mountains and 64 overpasses crossing the Ky Cung and Bang Giang rivers, along with numerous streams and provincial roads. Phase 2 expands the entire 93.35 km from Phase 1 and invests in an additional 26.47 km connecting to the Tra Linh Border Gate, with a total investment exceeding VND 12,000 billion.

Speaking at the ceremony, Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi praised the involvement of all relevant parties, the spirit of "overcoming the sun and rain," and "focusing on action, not retreating," which transformed seemingly impossible things into reality. The opening of this transportation project, the largest investment ever made in Cao Bang province, is a very important initial victory, creating a foundation for the project's early official operation. To ensure the expressway truly becomes a road of "cooperation and development," maximizing investment efficiency, he requested that Cao Bang and Lang Son provinces continue to closely coordinate with the investor to control quality, accelerate construction progress with a 3-shift, 4-team approach, and promptly complete the remaining items, finalize the traffic safety system and access roads for local residents, ensuring the best technical and safety conditions for the project's official operation to serve the people. The competent authority will closely coordinate with relevant parties in the project acceptance process, ensuring full compliance with legal regulations. All issues related to land clearance and resettlement will be resolved definitively.
Following the motto "Where the road goes, development space opens up," the province needs to proactively review its planning and reorganize its economic space; focus on exploiting the advantages at connecting intersections to form industrial zones, logistics service areas, and tourism areas; effectively utilize the new development potential and space provided by the expressway to attract investment, create new livelihoods, and improve the material and spiritual lives of the people of all ethnic groups in the region.
Expressing sincere gratitude and seriously heeding the directives of Comrade Nguyen Thanh Nghi, Head of the Central Policy and Strategy Committee, Provincial Party Secretary Phan Thang An emphasized: The opening of the route is an initial victory. The road ahead still holds many major tasks. Cao Bang province will continue to closely coordinate with Lang Son province and the investor to focus on completing the remaining items, ensuring absolute safety, quality, and aesthetics, so that phase 1 of the project can be officially put into operation by the end of 2026. At the same time, he requested that all relevant parties urgently complete the design documents and construction organization methods in parallel with the land clearance work for phase 2 of the project, minimizing the need for frequent adjustments and additions that could affect the project's progress. Party committees and local authorities in the communes where the project passes through should continue to effectively carry out propaganda and mobilization work to ensure that people understand the meaning and importance of phase 2 of the project, creating unity, consensus, and support from the people.
Cao Bang province is committed to continuing to closely coordinate with central agencies, Lang Son province, and investors to complete the project, organize safe and efficient operation; and maximize the role of the expressway in socio-economic development, ensuring national defense and security, and improving people's lives.
Mr. Nguyen Quang Huy , General Director of Deo Ca Group, affirmed: Coming to Cao Bang voluntarily and staying with a sense of responsibility, the Group will continue to accompany the province to bring the Dong Dang - Tra Linh expressway project to completion, ensuring quality and safety when put into operation, opening up a future of development for this revolutionary homeland, contributing to the completion of the national transportation infrastructure system, and creating breakthroughs and economic miracles in the new era of the nation.
Speaking from the central location (Olympic Sports Urban Area groundbreaking ceremony, Thuong Phuc commune, Hanoi), Prime Minister Pham Minh Chinh emphasized: The simultaneous groundbreaking, inauguration, and technical opening of 234 large-scale projects nationwide with a total investment of over 3.4 trillion VND is not only a particularly important political event to celebrate the 14th National Congress of the Communist Party of Vietnam. It is also a significant milestone affirming the maturity, strength, self-reliance, and self-sufficiency of the country.
Pointing out six major lessons learned from practical experience, the Prime Minister stated that in 2026 and the coming years, to successfully achieve the two 100-year strategic goals, the Party and State have set the goal of striving for double-digit growth, with the development of socio-economic infrastructure continuing to be clearly identified as one of the three strategic breakthroughs. The Prime Minister requested that all levels, sectors, localities, agencies, and relevant units continue to further build upon the achievements, strive to overcome difficulties and challenges, with the spirit of "if we have tried, we should try even harder; if we have united, we should unite even more; if we have been determined, we should be even more determined; if we have been effective, we should be even more effective"; focusing on implementing the "5 guarantees" in investment and development of socio-economic infrastructure projects: ensuring a transparent institutional framework, smooth infrastructure, smart governance, common practices, and cooperative understanding; Ensuring resources, material supply, project progress, and quality; guaranteeing land clearance and resettlement, stabilizing people's lives, and providing new homes that are better than or equal to their old homes; ensuring improved capital utilization efficiency, preventing cost overruns, corruption, negative practices, losses, and waste; ensuring that investments are effective wherever they are made, bringing tangible benefits to the people and promoting rapid and sustainable socio-economic development. At the same time, the Government and the Prime Minister commit to continuing to play a central role in creating, supporting, and facilitating the most favorable conditions for projects to be implemented synchronously and effectively, especially key projects, ensuring they are on schedule, of high quality, safe, technically and aesthetically sound, and environmentally friendly, in accordance with the law.
Along with other locations, Cao Bang province held a ceremony to officially open the first phase of the Dong Dang - Tra Linh expressway project in a joyful and enthusiastic atmosphere, contributing to the national goal of having over 3,000 km of expressways, extending from Cao Bang to Ca Mau, in celebration of the 14th National Party Congress. Upon completion, the Dong Dang - Tra Linh project will connect with the Huu Nghi - Chi Lang and Bac Giang - Lang Son expressways to form a vital international expressway axis, opening up a new look for the transportation infrastructure system, contributing to enhancing the competitiveness of the economy, and creating momentum for socio-economic development in Cao Bang province and the entire Northeast region.
On this occasion, the Party and State leaders awarded the Third-Class Labor Medal to 6 collectives. Certificates of Merit from the Prime Minister were also presented to 15 collectives for their exceptionally outstanding achievements and contributions to the socio-economic development of the country.
