On the morning of December 16th, the 21st term of the Hoang Hoa District People's Council, for the 2021-2026 term, opened its 24th session to assess the socio -economic and national defense and security situation in 2024, discuss key goals, tasks, and solutions for 2025, and consider many other important issues.

According to the report presented by the District People's Committee at the meeting, in 2024, Hoang Hoa district's economy continued to grow significantly, maintaining its position as the 4th largest economic hub in the province, after Nghi Son town, Thanh Hoa city, and Bim Son town. The economic structure shifted in the right direction (agriculture, forestry, and fisheries 19.2%; industry and construction 55.2%; services 25.6%).
Total budget revenue is estimated at 3,378 billion VND, reaching 187.5% of the provincial plan, of which state budget revenue in the area reached 2,227 billion VND. Average per capita income reached 72 million VND/year, ranking 5th in the province.

The entire district has 250 hectares of agricultural land that has been consolidated and concentrated for large-scale agricultural production, applying high technology. The total area of crops linked in the value chain is 769.5 hectares, an increase of 340 hectares compared to the same period.
Currently, there are 147 industrial enterprises operating in the district, including 27 in the textile, garment, and footwear sectors, providing stable employment for workers. Total investment capital mobilized for development is estimated at 8,108 billion VND, an increase of 5.8% compared to the same period last year. Many large projects are being accelerated; many major investors are showing interest in exploring and investing in the district.
A highlight of 2024 was the Prime Minister's approval of the investment policy and the investor for the WHA Smart Technology Industrial Park infrastructure project in Thanh Hoa, covering an area of 178.51 hectares with a total investment capital of US$55 million (equivalent to VND 1,320 billion). The project will be implemented in the communes of Hoang Quy, Hoang Quy, Hoang Xuyen, and Hoang Cat.

Cultural and social activities have made significant progress. In 2024, tourism attracted more than 2.1 million visitors from within and outside the province, a 133% increase compared to the same period; revenue from tourism activities reached over 3,000 billion VND.
The education and training sector continues to achieve high results. Cultural and sports activities continue to be maintained, attracting large numbers of people to participate.
Representatives from the District Fatherland Front Committee presented a summary of the opinions and recommendations submitted by voters to the meeting.
At the session, delegates heard reports on the results of resolving and responding to opinions and recommendations from voters submitted to the 20th session; reports on financial and budgetary work; a report from the District People's Court on the work of adjudication and execution of criminal judgments; a notice from the District Fatherland Front Committee on the activities of the Fatherland Front in participating in government building and a summary report of opinions and recommendations from voters; and reports from the committees of the District People's Council on the verification of reports, submissions, and draft resolutions presented at the session...
