According to reports on social media, a person named T. allegedly spent 100 million VND on a village official in Binh Chanh district to secure a village leadership position for himself, and was offered another 100 million VND in exchange for his child becoming the village youth union secretary.
However, according to verification by local authorities, this information is false. There is a person named T. in the area, but this person denies making any such complaint or any such incident.
This information is also hard to believe because, in reality, Ho Chi Minh City is lacking many non-specialized personnel to work as officials in hamlets and neighborhoods. Finding personnel to work in hamlets is difficult due to very low incomes.
On March 14, 2024, the Ho Chi Minh City People's Council issued Resolution No. 02/2024/NQ-HĐND stipulating the titles, number, and some regimes and policies for part-time officials at the commune, neighborhood, and hamlet levels; those directly participating in activities at the neighborhood and hamlet levels; and the allocated operating budget for socio -political organizations at the commune level, and the operating budget for neighborhoods and hamlets in Ho Chi Minh City.
According to Resolution No. 02/2024/NQ-HĐND, a maximum of 5 people in each neighborhood and hamlet will be entitled to a monthly allowance. Depending on the population size of each neighborhood or hamlet, the monthly allowance fund is divided into two levels: 4.5 or 6 times the basic salary for each unit.

Specifically, village leadership positions such as Village Party Secretary and Village Head only receive an allowance of 3,276,000 VND/month (for villages with 350 households or more) or 2,574,000 VND/month (for smaller villages).
For the position of Secretary of the Youth Union branch in the hamlet or Head of another association (Veterans Association, Senior Citizens Association, Red Cross Association, Farmers Association), the monthly allowance is only 2,340,000 VND (for hamlets with 350 households or more) or 1,638,000 VND (for smaller hamlets).
