NDO - Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 83/CD-TTg on strengthening the training of high-quality human resources in the fields of semiconductor microchips, artificial intelligence, and cloud computing.

The official dispatch states that the Prime Minister welcomes and commends higher education institutions and corporations and enterprises for their proactive and active participation in training high-quality human resources in high-tech fields such as semiconductor processing and manufacturing, biology, and new materials. Continuing to build on the achievements, and aiming to create breakthroughs in training and developing high-quality human resources for national development in the context of the rapid and strong development of science and technology and the Fourth Industrial Revolution, the Prime Minister requests Ministers, heads of ministerial-level agencies, government agencies, and chairpersons of People's Committees of provinces and centrally-administered cities to focus on directing and effectively implementing the following key tasks: The Minister of Education and Training: directs public and private higher education institutions (hereinafter referred to as higher education institutions) to research the establishment of specialized professional units (schools, faculties, departments). (subjects...) to prioritize training and research in semiconductor microchips, artificial intelligence, and cloud computing. Direct and guide higher education institutions to review and innovate training programs; develop plans and organize training for lecturers, researchers, and students in specialized fields such as semiconductor microchips, artificial intelligence, and cloud computing; strengthen the application of technology, especially artificial intelligence, in teaching and learning; promote cooperation with businesses, higher education institutions, and reputable research agencies at home and abroad to train, research, and develop high technology, especially in the fields of semiconductor microchips, artificial intelligence, and cloud computing... Expeditiously finalize and submit to the Prime Minister for approval the Project on developing high-quality human resources to serve the development of high-tech industries and foundational industries. Develop a Prime Minister's Directive to guide, orient, and promote human resource training for the semiconductor, artificial intelligence, and cloud computing industries. The Minister of Planning and Investment should urgently finalize and submit to the Prime Minister for approval the "Human Resource Development Plan for the Semiconductor Industry until 2030, with a vision to 2050," which includes content on artificial intelligence and cloud computing. Promote the formation and development of ecosystems, innovation centers, incubation centers, and innovation networks in the fields of semiconductors, artificial intelligence, and cloud computing. The Minister of Science and Technology should proactively review and prioritize scientific research programs in the fields of semiconductors, artificial intelligence, and cloud computing, linked to talent training and the training of leading experts and scientists at higher education institutions. The Minister of Information and Communications shall preside over and coordinate with relevant ministries and agencies to research and refine specific mechanisms and policies to attract scientific and technological talents from abroad and from the industrial sector to collaborate and teach at higher education institutions, especially in semiconductor, artificial intelligence, and cloud computing fields. The Minister shall also urgently finalize and submit to the Prime Minister for approval the Strategy for the Development of Vietnam's Semiconductor Industry until 2030, with a vision to 2050. Proactively develop implementation plans for the Strategy, prioritizing the development of large data centers to support higher education institutions in training high-quality human resources in the fields of semiconductors, artificial intelligence, cloud computing, etc. Ministers and heads of ministerial-level agencies and government agencies directly managing higher education institutions shall direct and support higher education institutions in developing high-quality human resource training in high-tech fields, especially semiconductors, artificial intelligence, and cloud computing. Chairpersons of People's Committees of provinces and centrally-administered cities shall proactively and actively attract investment to develop the ecosystem of the semiconductor, artificial intelligence, and cloud computing industries. They shall proactively participate in and strengthen close cooperation between the State, universities, and businesses to improve the effectiveness of training and developing human resources in the fields of semiconductors, artificial intelligence, and cloud computing. They shall direct and support... Higher education institutions under the Government's jurisdiction should develop and train high-quality human resources in high-tech fields, especially semiconductors, artificial intelligence, and cloud computing. Deputy Prime Minister Le Thanh Long is assigned to directly supervise, monitor, and organize the implementation of the contents of this Directive. The Government Office, according to its assigned functions and duties, will monitor the implementation of this Directive; proactively track the implementation progress to promptly propose and report to the Prime Minister.
