The Prime Minister directed the implementation of three laws on land, housing, and real estate, creating new impetus for socio-economic development.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 79/CD-TTg dated August 13, 2024, directing ministries, sectors, and localities to effectively implement the Land Law, the Housing Law, and the Real Estate Business Law, in order to create new impetus for socio -economic development and establish a favorable investment and business environment for enterprises and people.

The official dispatch states: In implementing the Land Law No. 31/2024/QH15, the Housing Law No. 27/2023/QH15, and the Real Estate Business Law No. 29/2023/QH15, the Government , the Prime Minister, and relevant ministries, agencies, and localities have urgently developed and issued detailed regulations within their authority to take effect from August 1, 2024, simultaneously with these Laws.

The Government and the Prime Minister commend the efforts of ministries, sectors, and localities, and highly appreciate the participation of National Assembly committees, the insightful feedback and suggestions from the Central Committee of the Vietnam Fatherland Front, political and social organizations, associations, the business community, press agencies, experts, scientists, and the people, in issuing detailed regulations that are unified, feasible, and consistent with practical requirements, taking effect 5 months earlier than January 1, 2025.

To ensure the effective implementation of the new policies of the Land Law, Housing Law, and Real Estate Business Law in practice, creating new impetus for socio-economic development and establishing a favorable investment and business environment for enterprises and citizens, the Prime Minister requests Ministers, Heads of ministerial-level agencies, government agencies, Chairpersons of People's Councils, and Chairpersons of People's Committees of provinces and centrally-administered cities to immediately implement the following tasks:

1. The Ministers of the Ministries of Natural Resources and Environment, Construction, Finance, Interior, and Labor - Invalids and Social Affairs shall urgently guide and organize training for localities on the new policies stipulated in the Laws and detailed regulations to ensure effective implementation and put the new policies into practice.

- Directing the inspection, supervision, and guidance of the issuance of detailed regulations within the authority stipulated in the Law and the Decrees detailing the implementation of the Law in localities, and reporting to the Prime Minister before August 20, 2024.

- Immediately implement the review, publication, and guidance of localities to publicly disclose administrative procedures on the Government's Public Service Portal, the electronic portals of ministries, sectors, and localities, and publicly display them at the locations where administrative procedures are received, as prescribed by law, so that the people and businesses can know, implement, and monitor their implementation.

- Organize extensive dissemination and education of legal information among all segments of the population, business communities, and overseas Vietnamese regarding innovations in land, housing, and real estate business policies and laws, especially concerning access rights to land and housing; rights, obligations, and the state's concern for social policy beneficiaries; decentralization and delegation of power; administrative procedure reform; incentives and investment attraction; land prices, etc., to raise awareness and responsibility in law enforcement and monitoring. Develop publications on land, housing, and real estate business laws, Q&A handbooks, including publications in ethnic languages, to widely disseminate information to people in all regions of the country.

2. Ministries and agencies, within their assigned authority and functions, shall direct, guide, monitor, and inspect the implementation of the Land Law, the Housing Law, and the Real Estate Business Law; promptly provide guidance and resolve arising difficulties within their authority; and report to the Prime Minister on issues beyond their authority.

3. The People's Councils and People's Committees of provinces and centrally-administered cities shall concentrate resources, ensure necessary conditions, and direct the implementation of the Land Law, the Housing Law, and the Real Estate Business Law, especially the exercise of new powers and tasks stipulated in these Laws; proactively coordinate with relevant ministries and agencies to resolve practical difficulties arising in localities; promptly report to the Government and the Prime Minister on issues beyond their authority, preventing bottlenecks that affect socio-economic development and the legitimate rights and interests of the people and businesses.

- For localities that have not yet issued detailed regulations within their authority as stipulated in the Law and the Decrees detailing the implementation of the Law, they must urgently complete this process before August 20, 2024.

- People's Committees at all levels should urgently organize conferences and training sessions in August 2024 for officials and civil servants on the new regulations of land law, housing law, and real estate business law to ensure correct and complete understanding and consistent, synchronized, and effective implementation. Strengthen the dissemination of laws to the people and businesses to raise awareness and responsibility, creating consensus in law enforcement and monitoring.

- Direct the public disclosure of administrative procedures on the Government's Public Service Portal, local government's electronic portals, and publicly display them at locations where administrative procedures are received, as prescribed by law, so that citizens and businesses are aware of and can monitor their implementation. Strictly implement coordination among agencies and units in resolving administrative procedures to ensure efficiency, timeliness, and effectiveness, especially for interconnected administrative procedures and public services; receive and process feedback and suggestions; and ensure that heads of agencies regularly hold dialogues with citizens and businesses.

4. The Voice of Vietnam, Vietnam Television, and other news agencies and press organizations are responsible for disseminating and publicizing the content, and creating special pages and sections to introduce the important new provisions of the 2024 Land Law, the 2023 Housing Law, the 2023 Real Estate Business Law, and their subordinate legal documents.

5. We propose that the Central Committee of the Vietnam Fatherland Front and its member organizations, such as the Ho Chi Minh Communist Youth Union, the Vietnam General Confederation of Labor, the Vietnam Farmers' Association, the Vietnam Women's Union, the Vietnam Veterans' Association, and other mass organizations, develop and implement programs to disseminate laws on land, housing, and real estate business to their members.

6. Deputy Prime Minister Tran Hong Ha is assigned to directly monitor and direct the implementation of this directive.

7. The Government Office shall regularly monitor the situation and promptly report to the Prime Minister and the Deputy Prime Minister in charge of any unexpected or emerging issues.
