On June 22, Prime Minister Pham Minh Chinh chaired an online conference with 63 provinces and cities nationwide on three important contents: the 5th meeting of the Central Steering Committee on the elimination of temporary and dilapidated houses nationwide; the 18th meeting of the State Steering Committee on important national works and projects in the transport sector; and the 2nd conference to promote disbursement of public investment capital in 2025. Speaking at the opening of the conference, the Prime Minister stated: 2025 is of special importance, a year of many important events for the country, a year of acceleration, reaching the target of implementing the 5-year socio -economic development plan 2021 - 2025...

To achieve strategic goals, the Party, State and Government set an economic growth target of 8% or more in 2025, creating momentum for double-digit growth in the next period with the target of disbursing 100% of public investment capital in 2025...

According to the report, in recent times, the Government and the Prime Minister have paid attention to, directed strongly and closely in promoting the disbursement of public investment capital and implementing 3 National Target Programs from the beginning of 2025. The Government has issued 6 resolutions, the Prime Minister has issued 1 directive, 3 telegrams and many specific directives to accelerate the progress of disbursement of public investment capital. Regarding the implementation of important national projects, key projects in the transport sector, since its establishment, the State Steering Committee for important national projects, key projects in the transport sector   17 meetings have been held. The Prime Minister, Head of the Steering Committee, has repeatedly inspected the field, directly directed the removal of difficulties and obstacles, and urged the construction progress. At the 17th meeting on May 10, 2025, the Prime Minister assigned 34 specific tasks to ministries, branches and localities. Up to now, the units have completed 11 tasks on time, are actively implementing 19 tasks of a regular direction nature, and 4 tasks have not met the required progress.

Regarding the results of public investment disbursement, in the first 6 months of 2025, the total disbursed public investment capital reached VND 264.8 trillion, equivalent to 32.06% of the plan, higher than the same period in 2024 in both proportion (28.2%) and absolute value (in 2024, it reached VND 188.4 trillion). However, as of June 20, 2025, nearly VND 7.36 trillion has not been allocated in detail in 17 ministries, agencies and 21 localities. In addition, there are 35 ministries, agencies and 26 localities with disbursement rates lower than the national average.

Regarding the progress of implementing important national projects, key projects of the transport sector, up to now, 19 projects and component projects have been put into operation, increasing the total length of expressways from 1,327 km to 2,268 km nationwide. At the same time, Terminal T3 of Tan Son Nhat International Airport has also been officially put into operation. Currently, 52 projects and component projects are under construction, basically following the set schedule.

Regarding the work of eliminating temporary and dilapidated houses, up to now, the whole country has started and completed about 225 thousand houses, nearly 38 thousand houses are under construction. In terms of percentage, the implementation results have reached over 90% of the total demand. Since the 4th Session, the number of houses started or inaugurated has increased by nearly 54 thousand houses. Currently, 38 localities have completed the entire target of eliminating temporary and dilapidated houses in the area, an increase of 23 localities compared to the data recorded at the 4th Session.

Concluding the conference, Prime Minister Pham Minh Chinh highly appreciated the preparation of reports by central ministries and branches and the opinions of delegates. The Prime Minister requested Ministers, Provincial Party Secretaries, and Chairmen of People's Committees of provinces and cities to thoroughly grasp the spirit of not letting the implementation of organizational apparatus and the implementation of the 2-level local government model affect other work. The Prime Minister requested that Ministers, heads of sectors, Provincial Party Secretaries, and Chairmen of Provincial People's Committees uphold their sense of responsibility, promote the role of leaders in leadership, direction, and implementation; "only discuss, not discuss backward"; regularly review, urge, promptly detect and remove difficulties and obstacles arising in each project, especially key projects. Regarding the implementation of important national projects and works, key to the transport sector, ministries, sectors, and localities need to overcome all difficulties, strive to implement projects on schedule, and put projects into use soon to promote investment efficiency, which is a contribution to practicing thrift and fighting waste in public investment.

Regarding the task of eliminating temporary and dilapidated houses, ministries, levels, sectors, localities and the entire political system are determined to complete the set goals, focusing on completing the goal of eliminating temporary and dilapidated houses before August 31, 2025; in which housing support for relatives of martyrs and people with revolutionary contributions must be completed before July 27, 2025...

Ministries, sectors and localities are well prepared to start and inaugurate 80 major projects and works nationwide on August 19, 2025 and to exhibit 80 years of socio-economic development achievements at the National Exhibition Center.
