On the afternoon of November 16th, Prime Minister Pham Minh Chinh attended the 2023 opening ceremony and held a working session with the leaders of the Vietnam National University Ho Chi Minh City. Also present were Minister of Education and Training Nguyen Kim Son; Minister of Science and Technology Huynh Thanh Dat, along with representatives from various ministries and central agencies, leaders of Ho Chi Minh City and Binh Duong, and leaders of member universities of the Vietnam National University Ho Chi Minh City.

Prime Minister Pham Minh Chinh shared with faculty, lecturers, and students his views on higher education and its role in creating momentum for rapid and sustainable national growth in the new era.

The Prime Minister emphasized that human resources, especially high-quality human resources, play a decisive role in the development of each country.

Education and training in general, and higher education in particular, play a crucial role in promoting development, contributing to raising the intellectual level of the population, and especially in providing a highly qualified workforce to meet the requirements of socio-economic development. Along with digital transformation and the Fourth Industrial Revolution, higher education is undergoing diverse changes and developments.

According to the Prime Minister, the trend of global cooperation and transnational learning, along with expanded access to higher education, is evident. Cooperation between universities worldwide is being strengthened, creating a multicultural learning environment and providing more opportunities for students to engage in learning and research in diverse settings.

Regarding Vietnam, the Prime Minister stated that education and training is a top national priority. Many countries and international organizations have recognized and highly appreciated Vietnam's efforts in investing in and improving the quality of higher education.

Vietnamese higher education is stepping up international cooperation, creating more and more opportunities for students and lecturers to access international knowledge and experience; at the same time, strengthening scientific and technological research and innovation.

Prime Minister Pham Minh Chinh stated that the Vietnam National University Ho Chi Minh City has become a center for undergraduate and postgraduate training, scientific research, and technology transfer, gradually standardizing and integrating with the region and the world…

"We consider people to be the center, the subject, the goal, the resource, and the important driving force of development. All policies originate from and serve people," the Prime Minister said.

The Prime Minister emphasized that, in order to create new growth drivers, it is necessary to encourage creative thinking and innovation, create an environment that promotes the testing of new ideas, explore different approaches, and foster a spirit of creativity.

On the other hand, according to the Prime Minister, it is necessary to focus on exploiting Industry 4.0 technology, using technology to create new products and services, improving work processes and creating innovative business models as a way to generate new growth drivers, moving towards a green economy and sustainable development.

The Prime Minister stated that Vietnam is striving to train 50,000-100,000 high-quality personnel for the semiconductor chip manufacturing industry between 2025 and 2030.

The Prime Minister requested that higher education institutions, including the Vietnam National University Ho Chi Minh City, play a greater role in talent acquisition and promoting sustainable economic development.

The Prime Minister requested that the Vietnam National University Ho Chi Minh City (VNU-HCM) should soon finalize its plan so that by 2030, it will be among the top 100 higher education institutions in Asia, making a significant contribution to creating new, rapid, and sustainable growth drivers for the Southeast region in particular and the whole country in general.

He noted that the Vietnam National University Ho Chi Minh City must strengthen the selection, training, and nurturing of talented students, including undergraduates and trainees in the talent program in basic sciences, and promote basic scientific research; focusing on attracting, utilizing, and developing a team of outstanding young scientists and leading scientists in their fields.

This university needs to focus on building and implementing training, research, and innovation programs in the fields of Semiconductor Technology, Biotechnology, Digital Transformation, and Artificial Intelligence that are among the best in Asia; developing a National Innovation Center, connecting with the region and the Asian area; developing sustainable financial resources and building a green, modern, and distinctive University Urban Area of ​​Ho Chi Minh City.

Addressing the students, the Prime Minister expressed his expectations: “You are the future masters of the country. During his lifetime, President Ho Chi Minh affirmed: ‘Youth are the future masters of the nation… the prosperity or decline, strength or weakness of the nation largely depends on the youth.’ With aspirations and enthusiasm for contribution, you need to strongly promote the pioneering tradition in learning, scientific research, and innovation, contributing to the realization of the aspiration to build a prosperous and happy country.”

According to the Prime Minister, young people must be proactive, experience new things, and contribute to society; therefore, students need to actively participate in social activities and volunteer work, and engage in projects and programs related to community development.

The Prime Minister believes that the passions, dreams, ambitions, and aspirations of young people will continue to be nurtured, given wings, and become a reality, contributing to building an increasingly strong and prosperous Vietnam.

The first Opening Ceremony of the Vietnam National University Ho Chi Minh City was held in 2012. Each year, the university chooses a theme and is inspired by speakers who are leaders of the Party, State, Government, and local authorities. After more than 10 years of organization, the Opening Ceremony has become a meaningful and proud tradition for students of the Vietnam National University Ho Chi Minh City.
