This move comes as the parties are beginning to build a political structure to govern Gaza after the war, putting pressure on President Mahmoud Abbas to finalize the Palestinian Authority (PA).

Shtayyeh's resignation still needs to be accepted by President Abbas, who may ask him to remain in interim power until a permanent replacement is appointed.
In a statement, Shtayyeh, an economist who took office in 2019, said the next phase would need to take into account the new realities in Gaza, which has been devastated after nearly five months of fierce fighting.
He stated that the next phase would "require new political and governmental agreements that take into account the emerging realities in the Gaza Strip, national unity talks, and the urgent need for consensus among Palestinians." Furthermore, it would need "to expand the authority of the Government to the entire Palestinian territories."
The Palestinian Authority, established 30 years ago under the interim peace agreement in Oslo, aims to exercise limited control over areas in the occupied West Bank and Gaza, where the PA was seized by Hamas in 2007.
The Fatah movement, which controls the PA, and Hamas are working to reach an agreement on a unity government and will meet in Moscow next Wednesday. A senior Hamas official said the move must be accompanied by a broader agreement on the governance of the Palestinians.
Senior Hamas leader Sami Abu Zuhri said: “Shtayyeh’s resignation will only make sense if it comes down to a national consensus on agreements for the next phase.”
