These were the "highlights" mentioned by Prime Minister Pham Minh Chinh when speaking at the groundbreaking, inauguration, and technical opening ceremonies of projects celebrating the 14th National Congress of the Party, on the morning of December 19th.
This is the groundbreaking, inauguration, and technical opening ceremony for 234 projects and works to celebrate the 14th National Congress of the Communist Party of Vietnam, with a total investment of over 3.4 trillion VND, broadcast live from 79 locations across the country.
These projects embody a vision that transcends time, reaching out to the open sea.
According to the Prime Minister, during the past term, the country's socio -economic infrastructure system has made breakthrough progress with many large-scale, synchronized, modern projects that are interconnected, have a ripple effect, and create a foundation for future development.

From highways, airports, and seaports to digital infrastructure, energy infrastructure, healthcare, education, culture, sports, and social welfare infrastructure, the Prime Minister assessed that all have been invested in and completed in record time, with rapid progress and improved quality, contributing to changing the face of the country.
According to the Prime Minister, the projects and works that were started and inaugurated this time are large-scale, technically complex, and play a particularly important role in socio-economic development.
Specifically, the Prime Minister highlighted three key features of these projects. Firstly, they have the largest total investment capital (over 3.4 trillion VND). Secondly, they have the largest private capital participation (nearly 2.8 trillion VND, accounting for over 82%). Thirdly, they are the largest investment projects in terms of scale (the Olympic Sports City with a capital of 925,000 billion VND).
Thus, following three groundbreaking and inauguration ceremonies for major national key projects across the country in 2025, government leaders announced that there are now 564 projects with a total investment of over 5.14 million billion VND, of which private capital accounts for the majority with over 3.8 million billion VND (74.6%), and state capital accounts for 1.3 million billion VND (25.4%).
"The socio-economic infrastructure projects that have been started and inaugurated in the past and at today's ceremony demonstrate Vietnam's thinking, vision, and aspiration for progress," the Prime Minister emphasized.

He also mentioned projects with a vision "ahead of their time," such as the Gia Binh airport mega-project; projects "reaching out to the open sea" like Hon Khoai port and Can Gio urban area; urban railway projects connecting internationally, preparations for the construction of the North-South high-speed railway; and the implementation of century-long vision projects such as the Red River Landscape Boulevard and the Olympic Sports Village…
"These are crucial prerequisites and foundations for a synchronized and modern infrastructure system that meets the development requirements of the country in the new era," according to the Prime Minister.
It must be ensured that there are no cost overruns and no corruption.
According to the Prime Minister, the projects that have been launched and inaugurated recently, spanning across all regions of the country and encompassing all sectors, demonstrate five important points.
Firstly, it affirms the strategic vision, breakthroughs, and maturity and strength in the leadership, guidance, and management of the Party and the State; and the organizational capacity of ministries, sectors, and localities.
Secondly, it affirms the strong progress in building the country's strategic infrastructure; demonstrating the stature, courage, and intelligence of the Vietnamese people and their aspiration to continue conquering new heights.

Thirdly, it affirms the Party's correct policy in developing the private economy, using public investment to lead and stimulate private investment, and mobilizing and effectively utilizing all social resources in all fields for national development.
Fourth, it affirms the viewpoint that "the people are the foundation" and the strength of national unity, creating motivation, inspiring, and arousing the desire to contribute for all subjects in society.
Fifthly, it affirms the cultural tradition of the Vietnamese people's self-reliance and self-strength, and the spirit of "turning nothing into something, turning difficult into easy, turning impossible into possible."
With the goal of achieving double-digit growth in 2026, the Prime Minister emphasized that the development of socio-economic infrastructure continues to be clearly identified as one of the three strategic breakthroughs.
He instructed ministries, departments, and local authorities to focus on implementing the "5 guarantees" in the investment and development of socio-economic infrastructure projects.
Firstly, we must ensure transparent institutions, smooth infrastructure, smart governance, common practices, and cooperative understanding.
Second, ensure the availability of resources, materials, project timelines, and quality.
Thirdly, ensure the progress of land clearance and resettlement, stabilize people's lives, and provide new housing that is better than or equal to their old housing.
Fourth, ensure improved efficiency in capital utilization, prevent cost overruns, and avoid corruption, negative practices, losses, and waste.
Fifthly, we must ensure that investments are made effectively, bringing tangible benefits to the people and promoting rapid and sustainable socio-economic development.
The government and the Prime Minister also pledged to play a central role in creating, supporting, and facilitating the projects to be implemented synchronously and effectively.
