On the morning of December 11, Samdech Moha Bovor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, and a high-ranking delegation from the Royal Government of Cambodia arrived in Hanoi , starting an official visit to Vietnam from December 11-12, at the invitation of Prime Minister Pham Minh Chinh.

Welcoming the delegation at Noi Bai International Airport were: Minister, Head of the Government Office Tran Van Son; Deputy Minister of Foreign Affairs Do Hung Viet; Vietnamese Ambassador to Cambodia Nguyen Huy Tang.
The delegation included: Deputy Prime Minister, First Vice President of the Council for the Development of Cambodia Sun Chanthol; Deputy Prime Minister, Minister of Foreign Affairs and International Cooperation Sok Chenda Sophea; Minister of Agriculture, Forestry and Fisheries Dith Tina; Minister of Commerce Cham Nimul; Minister of Industry, Science, Technology and Innovation Hem Vanndy; Minister of Tourism Sok Soken; Minister of the State Secretariat for Border Affairs Lam Chea; Minister to the Prime Minister, Mr. Sry Thamarong; Minister to the Prime Minister, Mr. So Naro; Minister to the Prime Minister, Ms. Koy Pisey; Minister to the Prime Minister, Mr. Tain Jean Francois; President of the Council for the Development of Cambodia Chea Vuthy; Secretary of State of the Ministry of Interior Sok Phal; Secretary of State of the Ministry of National Defense Neang Phat; Secretary of State of the Ministry of Foreign Affairs and International Cooperation Soeung Rathchavy; Ambassador of the Kingdom of Cambodia to Vietnam Chea Kimtha.
Mr. Hun Manet was born on October 20, 1977, in Steung T'rong district, Tbaung Khmum province, Cambodia. His father is Samdech Techo Hun Sen, President of the Cambodian People's Party (CPP), Head of the Supreme Advisory Group directly to the King of Cambodia. His mother is Samdech Kittiprittbandit Bun Rany Hun Sen, President of the Cambodian Red Cross Society.
Mr. Hun Manet graduated from West Point Military Academy (USA) in 1999, received a master's degree in economics from New York University (USA) in 2002 and a doctorate in economics from Bristol University (UK) in 2008.
In 1995, Mr. Hun Manet joined the Royal Cambodian Army. He was promoted to the rank of colonel and appointed Commander of the Special Counter-Terrorism Force in 2008; promoted to the rank of general (three stars), appointed Deputy Commander of the Royal Cambodian Army Joint Forces in 2013; appointed Deputy Commander-in-Chief and Commander of the Royal Cambodian Army Army and elected by the CPP Central Executive Committee to the CPP Central Standing Committee in 2018.

In 2020, Mr. Hun Manet was appointed by the CPP Central Committee to concurrently hold the position of Head of the CPP Central Youth Work Committee.
In 2021, he was introduced by the CPP Central Committee as a candidate for the position of future CPP Prime Minister.
He was promoted to the rank of General (four gold stars) in 2023. In August 2023, King Norodom Sihamoni signed a decree appointing him as Prime Minister of the Kingdom of Cambodia for the 7th term (2023-2028) and bestowing the title Kitti Tesa Phibal Bandith.
In September 2023, Mr. Hun Manet was granted the title Samdech Moha Bovor Thipadei by King Norodom Sihamoni.
At the two-day Extraordinary National Congress of the CPP (December 9-10, 2023), Mr. Hun Manet was elected as Vice President of the CPP.
