With the operation of a two-level local government, from July 1, 2025, the work of handling procedures for granting land use right certificates for the first time will be carried out at the commune level. Therefore, granting land use right certificates to people will be more convenient and faster.
Mr. Nguyen Duc Cuong, Vice Chairman of the Commune People's Committee, Director of the Chi Lang Commune Public Administration Service Center (PVHCC), said: The Center is receiving administrative procedures (AP) under its jurisdiction, including procedures for first-time issuance of land use right certificates according to regulations (working every Saturday morning). Receiving, processing, and returning results of application files for land use right certificates at the commune level has helped shorten time and reduce travel costs for people. From July 1 to now, the Chi Lang Commune People's Committee has received, processed, and returned results of 58 applications for land use right certificates, and issued 72 land use right certificates with an area of 4.85 hectares.
Like Chi Lang commune, from July 1st to now, the People's Committees of communes and wards in the province have actively removed difficulties and implemented solutions to effectively implement the work of granting land use right certificates to people. Mr. Duong Quang Dung, Choc Vang area, Loc Binh commune said: I need to carry out land registration procedures and issue a certificate of land use rights for nearly 177 square meters of my family's land. Therefore, I went to the Public Service Center of Loc Binh commune to submit my application. Here, I was enthusiastically guided by the staff about the components of the application; at the same time, I was supported to submit my application online very quickly and conveniently. In early August 2025, according to the appointment, I went to the Public Service Center of the commune and received the land use right certificate.
Land is one of the complicated fields, causing many problems in the process of resolving administrative procedures, especially the procedures for granting land use right certificates. According to statistics, by the end of 2024, the whole province still has 263,559 land plots that have not been granted land use right certificates according to regulations.
Mr. Ta Quoc Vinh, Deputy Director of the Provincial Land Registration Office (LRO) said: The decentralization and delegation of authority to the commune level to issue land use right certificates for the first time shows that the government model is truly close to the people, creating convenience for the people. However, the implementation shows that the team of commune-level officials and civil servants in some areas is still weak in professional qualifications and lacks experience in the land sector, making it difficult to complete the application for land use right certificates for the people. In addition, the records and documents on land use rights of the people are incomplete; the system of plot maps or land documents established in the previous period are lost or damaged... This leads to difficulties in comparing and verifying land records to serve the issuance of land use right certificates for the people.
To remove difficulties and facilitate people in need in carrying out procedures for granting land use right certificates, immediately after operating the 2-level local government model, the Provincial Land Registration Office advised the Department of Agriculture and Environment to organize training on professional exploitation, use and printing of land use right certificates on the land database information system for over 100 cadastral officials of communes and wards in the province. At the same time, the unit also directed the branches of the Regional Land Registration Office to actively guide and support communes in the process of resolving, printing and granting certificates to people; publicizing phone numbers; establishing zalo groups to promptly receive and remove difficulties for leaders, cadres and commune-level civil servants in the work of granting land use right certificates for the first time...
In addition, since the beginning of 2025, the Provincial Land Registration Office has advised the Department of Agriculture and Environment to guide and urge organizations to prepare and submit dossiers for granting land use right certificates; urge People's Committees of communes and wards to implement land declaration and registration, and grant land use right certificates to people; actively apply information technology to process dossiers; speed up the digitization of administrative procedures... Thereby, organizations, families and individuals using land are able to exercise their rights and obligations according to regulations.
With synchronous solutions implemented, from the beginning of 2025 up to now, the Provincial Land Registration Office has granted 214 land use right certificates to organizations (equivalent to 216 land plots) with an area of 193.71 hectares, reaching 107.0% of the assigned target; granted 14,623 land use right certificates to households and individuals, equivalent to 21,624 land plots with an area of 2,647.11 hectares, reaching 132.9% of the assigned target, an increase of 40.3% over the same period in 2024. Notably, according to statistics, since implementing the decentralization of land use right certificates to the commune level, communes and wards in the province have received, processed and granted 426 land use right certificates, equivalent to 510 land plots with an area of 552.45 hectares.
It can be seen that the good implementation of the work of granting land use right certificates, especially since the operation of the new government model, has gradually met the requirements of state management of land in the province. In the coming time, the Provincial Land Registration Office and the People's Committees at the commune level will continue to synchronously deploy solutions to do a good job of granting land use right certificates to local people; focus on improving the professional qualifications of the staff working in land management of local authorities at 2 levels; promote administrative reform in the land sector, focusing on reducing the time and number of trips of people and organizations when contacting to resolve land procedures.
