Specifically, the People's Committee of Lao Cai province has just issued Plan No. 264/KH-UBND to implement the National Standards Strategy for the period 2026-2035 in the province, aiming to concretize Decision No. 876/QD-TTg dated May 15, 2026 of the Prime Minister, contributing to improving productivity, quality, competitiveness of products, goods, and services and promoting sustainable development.
According to the plan, Lao Cai province strives to develop standardization activities in a modern direction, harmonizing with national and international standards; linking standards with improving provincial competitiveness, developing key products, border gate economy , and market integration. At the same time, it aims to make national standards a tool to promote innovation, digital transformation, green transformation, and the formation of a synchronized standards-measurement-quality ecosystem throughout the province.

The plan aims to develop standardization activities in a modern direction, harmonizing with national and international standards, linked to the development of key products, border trade, digital transformation, green transformation, and market integration. At the same time, it seeks to form a synchronized standardization-measurement-quality ecosystem, contributing to promoting innovation and sustainable development.
By 2030, the province aims to support 40-50 businesses, prioritizing small and medium-sized enterprises (SMEs), in accessing and applying national standards in production and business; organize at least one training and awareness campaign on standards and technical barriers to trade (TBT) each year; and maintain a minimum of 1,000 certificates, inspection results, or assessments generated annually. The province also aims to increase the number of key products, OCOP products, and exported agricultural products that meet standards by at least 10%, train 10-15 core experts in standardization, and provide training for at least 250 officials and workers. In addition, Lao Cai will complete the connection of standard data with the national digital platform and develop at least 5 proposals for national standards for local specialty products…
By 2035, at least 50% of the province's key products and services will apply standards that are consistent with or harmonized with international standards; at least 70% of strategies, plans, and development programs for industries and sectors will incorporate standardization requirements. The province will continue to strengthen the standards-measurement-quality ecosystem, maintain human resource training, and expand the application of digital standards in many fields.
To achieve the above objectives, the plan outlines several key tasks, including: reviewing and promoting the application of national standards in key industries and sectors; strengthening the dissemination of knowledge about standardization; supporting businesses, cooperatives, and OCOP producers in accessing consulting and certification services; promoting the application of standards to serve digital transformation, green transformation, and the development of a circular economy; improving state management capacity, training high-quality human resources, and strengthening inter-sectoral coordination in product quality management.
The Department of Science and Technology of Lao Cai province is assigned as the lead agency to preside over the implementation, monitoring, and evaluation of the results; relevant departments, localities, and organizations are responsible for coordinating and integrating standardization requirements into the province's socio-economic development programs. Funding for implementation will be allocated from the state budget and other legitimate sources of capital.
